I have call this number

I have received the coded message through +911955 on 5th April 2017 stating 'GOI   dwara yeh jankari suchith kiya gaya hai. Adik jankari Hindi keliye 1 dabayiye, Angrezi keliye 2 dabayiye. When I touched to 2 it said jankari keliye shukriya.  Cut.cut.cut.  I am totally confused what is the purpose of call. Pl find detsils and inform.

The phone got disconnected after asking two questions 1. Are you facing the problem of call dropping ? if yes then press 1. and 2nd that you are facing this issue in Home, outside or in city ?
And after that it said that send an SMS with your town or city name on the toll free number 1955.
I am totally confused that what was that. Can anyone let me know?
