These are "spoofed" numbers so that when you call them back there is nothing there. This is a 100% sign of a scam. They use computer programs to show whatever number they want on  your call display (that's what spoofing means). Asking your service provider to put these con artists on your Do Not Call list doesn't work because they are working from a foreign country where they are beyond the reach of our law enforcement.
Yes, if you answered this caller on your cell phone, you most likely will be billed for it.
Do not answer these calls but if you do and they offer you some prize (especially if it's a recording) do NOT press 1 or give any personal info! Just hang up without saying anything.
I get calls like these on my cell and landline several times a month and I just ignore them.

I got a call and all I heard was some lady speaking spanish and yelling. I will let the police deal with busting that person.

I got a call from this number at 11:35am...I didn't pick up because I was in the middle of a lecture and when I called back it said it was no longer in service. Only a few people know my number because its only been 1 week since I've had this Fido plan so its strange how someone would have got it..

Whoever is making these calls has been doing this for sometimes and he changes the number every now and then and starts the same childish and harassing phone calls all over again. I know it is annoying, but not much you can do, only the phone company or the police can do something about it. Call your local police department and ask them to place a tracer on your phone. Every time you get the call, you must write down the time and the day you received the call and then forward the info to the police. Your local police would be more equipped to fight these type of harassing calls. If you contact your cell provider or local phone company, you probably will not get much help. Another option is to file a lawsuit naming John Doe and Jane Doe and the phone number as party defendants. After service by publication, you would be able to conduct discovery and issue subpoenas to your local phone company and your cell provider. You can also find out who is the carrier of the phone number that is showing on your caller ID then contact them and compel them to provide information. There are many ways that you can nail the sick [***] who is playing this game. It is both time consuming and annoying. I've received couple of them so far, not enough to annoy me, but when I do, bet money on it, I will nail the bozo! Promise!

just got a call on my blackberry. no message... call back rings fast busy.. suggest it is a telemarketing contractor in the US.

I get this call about once a month, fast talking lady, appears to be spanish..then hangs up.

call I answered and the voice was in spanish but hung up after finishing

the 9209992928 number belongs to the company listed below. (NOT affiliated with The Verizon
Telephone/Cellular company that we all know) So dont be stupid and lodge a complaint with them, instead p/u your phone and start calling these losers as much as you can.  I wish I still had a dial up modem, I would set it to redial the phone # below non stop 24/7 - not that it would help.. but i'd feel good about it)

got a call from this number 12 mins after a call i had made to a friend in brasil hmm.

I got a call from this number, I bought a prepaid go phone from at&t for emergencies.  I only had it about 2 weeks then I got a call from this number which I had only given to one person who has never even called me.  I think this person is just calling random numbers and trying to scam or mess with people.  Maybe they are even selling the numbers that pick up to third parties as being active numbers.

i am on do not call list, number called don't know anyone from winsconsin, don't owe any bills
