Keep getting calls from this number at odd hours and person says something which cannot be understood and then disconnects

Yes I was called 3.30 am uk time. I kept my phone on because he left a voice message he would ring 3.30am as its 6.30 am in Dubai.
I was supposed to receive 2 more calls he left a message but he didn't ring again.

To Future Readers: Be careful about calls from this number! There are many scams saying a family member is in a foreign jail. Demands for money will follow. Call your embassy to check on your family member and to see if this might be current scam.
