Was it maybe a "relative" in jail and you need to send them bail money? Or was it something different? There are so many...

    Could just be a wrong number. Call back gets the all-too-familiar "call cannot be completed as dialed." I often find that to be the case when the number is spoofed and/or missing the country code. Either way, doesn't appear to be a professional person or organization behind it. Block and ignore.
