"Please Stay Home"

My friend in North Van has gotten two calls, with the message played: "This is a test. Please stay home." WHO IS THIS?

Without a number, there is not even a place to start.
But if it is a test, why would anyone with a lick of sense listen to a demand to stay home? That don't make sense.
