I have no idea who in the **** just called me but it's spooky I never answered but not sure what would happen and I am terrified because I have one call and now I know there was no such thing BUT what do you know it exists some people are saying that it's a encrypted message from the government.

Wise up. The number is spoofed - Faked. You are being called by someone who wants to:
1. Get you curious enough about a fake number that you will answer a call.
2. Steal from you.

My sister is mostly right. But she forgot the part about the encrypted messages.

Since you were not able to crack the code, you have proved yourself unworthy of further "government" attention. The aliens at Area 51 have been updated, but they really are only looking for the best specimens.  You may qualify for the old you-know-what probe, but it is best to let that be a surprise since that cuts down on the discomfort and speeds the healing.  You still have to pay taxes. That is related to that probe I mentioned.
