Number doesn't have to be a PA registered number. You can get numbers from Google voice for free.
Plus, I don't think it is something to do with the network carrier.

I got called today at 9:44 am. I looked it up on google n thz came up. They said something bout being the 5th caller and I won or some shyt like that. I have Sprint tho. And it did sound staticy at the begining

Received a call on my tmobile cell phone in TX but did not answer it.  No voice mail message was left.

i have nextel mobile service. i just missed the call from this number. amazing how much there is here about this number!! amazing . . . .

Got a call 10 minutes ago.  Recording in Spanish saying I was winner number 10 and to please press 1 to claim my prize.  So I pressed 1 to get through to someone.  Couldn't understand the greeting message (they answered in Spanish) but I cut them off and told them in Spanish to remove my number from their list right away and that I didn't want to receive any more calls from them.  Here's the kicker, the woman on the other line said, "Te voy a llamar siempre."  Loosely translated to mean, "I will always call you" and then hung up.  Who are these people?

I just got the short, static-y Spanish message twice. Once on my work line, which I've rarely given out. Then, a few minutes later on my cell. Clearly my name came up...

Just got a call from them, something about congratulating me and that I had one more hour to claim?  There was clapping in the background...

I just got a call from this number as well on my cell..  I did not recognize it so I let it go to my voice mail.  And just like everyone else.  No messages were left.  When I searched the area code, I found it that it is in the PA area.  I have an at&t home phone, but my cell is not with at&t.

I have recieved 3 calls from this number today. One on each of my 3 cell phones. The kicker is that my cell account is only 3 weeks old. How are they getting these numbers? Oh, and I am on Sprint, and I also called back and recieved a message that the number was no longer in service. Odd.

yes I just got a call from this number, but no message was left.  strange that I saw this when I googled the number.  I never signed up for anyting on Craiglists, etc.

It's a nigerian-like scam oriented towards spanish speaking users. They're most likely dialing blindly, number after number using a free based voip company such as skype or google voice, therefore the background static and low quality voice.

I want to kow who call me using this number

just called, spanish autodialed messege. my phone is listed on DNCL

This call has been calling several phones in our office today - we're on voip and not sure how to make them stop. Recording in spanish as others have said.

Just got a call. Appears to be some spanish recording. Absolutely annoying. I'm with AT&T.
