If I don't recognize the number on caller I.D., I don't pick up.   If it's important, they will leave a message.  If I get mailings like political candidates asking for money and I am getting a lot daily, I return the literature ( no money included ) in the return envelope that says no postage necessary.   It makes me feel good that they have to pay twice for postage.  I image you can do that to all unwanted mail that includes that envelope.
I also look up area codes in the almanac or other information left on the caller I.D. on Google.
