I do not know who is  calling me  from this number

I received a call from 3030000000 yesterday morning.  I also had an appointment with my local tri county health department yesterday.  When I went it they told me the doctor had an emergency and called me to let me know they couldn't see me. I asked about this number if it could have been them. Turns out this number comes up so you're not able to call them back. Its a patient privacy concern from what she told me.
