When there are a lot of complaints on this site for a number like this, I like to include a link to this site's (whocallsme.com) relevant page to illustrate that I'm not the only one that this company is harassing. Not sure how much it helps, but they might be more likely to take action if they know it's not an isolated incident.
Here's where I lodge my complaints:

I have been getting calls from 360-322-6708 for a while now.  I recently started hitting the 1 key to speak to someone to ask them to take me off their list.  The bums keep hanging up.  today's call was the 4th time I have tried to ask them to stop calling.   I tried to call the number back  to complain  but I always get  "All circuits are busy now. Please try again later".    What gives?    How do you get them to stop calling?

This number just called me with a recorded message from Credit Card Services.  It's been going on with different numbers.  I was told that pressing "9" would automatically remove me from callers' lists or that asking to be removed from their internal list would do the trick.  This is the second time that I pressed "9" and someone answered and I asked to please remove me from their internal list and was, immediately, hung up on.
The only way to win this battle is to disconnect the phone.  I don't even answer it anymore.

Waste their time. "Cardmember Services" robocalled me Wednesday dinner time. I touched 1 to speak to a representative. I showed enough interest to get "Nisha" to launch into her sales pitch. I gently set down the receiver and continued preparing dinner. Later, when I quietly resumed listening, she was saying "this is why you're gonna keep getting calls." Then she hung up.

ANNOY THEM LIKE THEY ANNOY YOU.

Just received a phone call from this number and there was a pre-recorded message saying it was the second and final notice for me to lower my interest rate. I pressed one to talk to someone and it was woman that answered. When she asked me if I was interested in learning more I told her that while I was hold waiting for someone to answer the phone I was able to Google the number and see that it was a scam. She started telling me to "shut up, shut up, shut up", and I told her that SHE needed to "shut up", take my number off of the call list, and stop calling me because I was going to fall for their scam. She told me to shut up one more time and hung up on me. Nice. VERY professional of her, right?

Receive daily calls, sometimes more than once daily, from 360-322-6708. I usually just hang up but today waited until someone actually answered.  I asked that my number be removed, but before I got the complete sentence out of my mouth, she hung up on me.

I still don't know if they're trying to get a credit card number or trying to sell something or what.  They're aggravating because you can't stop them.  I tried calling the number back and it won't even ring.

After getting a call from them at least once a week (that I refuse to answer), I finally decided to pick up. The recorded voice told me that I would save money on my credit card my lowering my interest rates. They said I was number 5 in line to be served. I waited less than 5 minutes and a man with a thick possibly Russian or German accent came on the line to thank me for wanting to save money with them. I told him that I was only wanting them to add me to the Do Not Call list. I explained that my phone number is already on the National Do Not Call list and that if they continued to call I would report them. He hesitated and stuttered a few times so I hung up before he got a word in.

They're an obvious scam and anyone who gives them any information may be at risk for identity theft. The whole outfit seems fishy. It must be a large call center because the background was buzzing with other agents on the phones. It saddens me how many people will fall victim to this.

You have to go to the website of your phone provider, entire into your account, and block that particular number from calling your phone number.

    (360) 322‑6708 Robo call recorded 09 April 2014 ("Carmen at Cardholder Services...reduce your rate...consider this your final notice..." Credit Card SCAM)
    Caller ID: "Arlington WA"

    Also called recently from:  (360) 322-6687 | (360) 322-6668 | (360) 322-6685 | (360) 322-6708 | (360) 322-6737 | (302) 764‑3176 | (757) 264-1254 | (310) 318-1250 | (310) 821-8963 | (385) 208-8809 | (706) 805-1776 | (616) 980-2164 | (616) 980-2063 | (616) 980-2030 | (616) 613-2228 | (215) 383-3414 | (415) 333-9999 | (281) 966-5793 | (616) 613-2199 | (305) 389-5335  (they seem to control the entire 360 322-66xx and 67xx phone number block)

"Carmen" replaces "Rachel" a week after their last call from a different number, even after assuring me, "...consider this your final notice..."

    Yeah, I wish.

The format of this "lower your rate" call is different than past calls. The recorded message is their usual patter (see below) but there's a pause, followed by the same message played again. Then there's another pause, but a different voice and different message about lowering your rate is played. Finally they say "good bye" and disconnect.

Their total disregard of the Do Not Call list certainly tells us a lot about their business ethics, doesn't it?

Here is a transcript of their latest offering:

[female voice] "Hello, this is Carmen at Cardholder Services calling in reference to your current credit card account. It is urgent that you contact us concerning your eligibility for lowering your interest rate. Please consider this your final notice. Press the number 1 now to speak with a live operator and lower your interest rate or press the number 3 to discontinue further services. Thank you and have a great day."

[7 second pause, then electronic tone and same message repeats one time]
[another 7 second pause, then different message with different female voice but same theme plays]

[other female voice] "This is a very important message about your current credit card accounts. This is your second and final notice to lower your credit card interest rate and payments. Press 1 now to find out the terms conditions and associated changes before the next billing cycle. Again, this is your final notice as it relates to the financial stimulus. So press 1 now to take advantage of this today."

[5 second pause]  [female voice] "Good bye".

I saw their number on my caller ID.  They never left a message.  I called the number back and was able to put my number on a do not call list.  Maybe it will work.

Yep, I receive calls from 360-322-6708, most recent was yesterday, Friday April 11, 2014 at 12.24PM. Man identified himself as 'Charlie' with 'Account Services' I asked him how he got my number. Before I could finish the sentence... he hung up. They also call my husband cell and hang up when he asks them to remove his number from list. They are rude. I hope they get boils and fever blisters on their anuses.
