This seems like a phishing / social engineering attempt at fraud.

Starts with a recorded message about there being no issue with the account, but stay on the line to reduce your interest rate to 6.9%. No bank or credit card name mentioned. I stay on the line to ask some tough questions (who are you, where did you get my number from, etc.) -- soon as I start asking questions, they hang up.

Called then hangs up, several times

It called once. Called it back twice and it said phone number not in service.

"The number u have dialed is not in service at this time. Beep beep beep beep". I think that is just a recording. The number is in service

Good one!  Must take a lot of energy, but probably less than the frustration from continued prank calls.  Do you know where the caller gets these cell numbers?

If you call it back, you can tell it is their own automated message saying it is out of order. Such cowards.

Called, no one on line.

Called, when I answered they said nothing. Then I hung up and typed the number into google.

Called at 1:04PM PST and left the following voicemail (which was obviously a recording and started part way into the message);
"...your eligibility expires shortly so please consider this your final notice. Press the number 1 on your telephone now to speak with a live operator and lower your interest rates. Thank you."
Does not apply to me at all, therefore I can conclude it is spam, as suspected by other below.

This was a call from the "infamous Rachel" from Card Services. Will she ever go away?????

Your number is being sold on by third parties.  I keep separate numbers for web use and trusted use and have literally gone over a year without a spam call.  Then I made the mistake of taking out a new rental insurance policy with Farmers and giving them my cell number.  This scam calls mainly Thursday-Sunday and the Thursday immediately after signing with Farmers I started getting this one.

You painstakingly trace the parties involved and then sue for $500/incident in court.  Same deal as with spammers but these people are usually in the US

This stupid number is just.... GAHHH!!!  So they have been calling me on and off for a month, I decide to get this stupid thing sorted out; I'm a MINOR.  I don't even have a stupid credit card!  I don't even have a job! I tried blocking them but it didn't work.  It will tell you to press 1. DON'T! It is a big waste of time.  I started off being caller #46, and then all the way up to #1, then it kept on bumping me back 15 callers every few minutes!  Don't waste your time.  Best of luck to you all.  It's ILLEGAL for them to call me!!! What the heck!!  Child harassment!

I also got the call from this number and disconnected, when i try to call it is saying number is not in service.

lol! called my burner number, no message. be interesting to know how they got that number since i've only had it two days and it'll soon be gone.

Called, did  not leave message. I know no one in Georgia so assume it is a scam
