Same here and if you look the number up it's the China consulate in Montreal it's their phone number that is probably hacked.

C’est un message enregistré..... qui en faisant des recherches supposément provient du consulat de Chine à Montréal.  Donc ajouter ce numéro à votre liste de rejet d’appel.

Actually is not, this is  now well known old scam.
They are spoofing phone numbers.

It is the Consulate General of the People's Republic of China here in Montreal, 2100 Rue Sainte-Catherine O, Montréal, QC H3H 2T3..... But why are they calling is really strange, ecpecially for the fact that when they called me they were already closed, so who made the call??? LMAO

So whats the point of the scam, even if you call them back your calling the Consulate, so whats the poin??? Your being charged for the call, or what?

if you picked up the phone, just don’t say anything and hang up. Don’t call back. The call is not from 514 419 6748, they just use this number for their phone name display. So let you think this is really from the consulate of China.

Robocall, Chinese consulate , probably an attempt to hack line or ...
Fido wireless sells their customers list to ANYONE, so hackers /scammers use them .
Also a lot of online chinese stores do the same.
