Yes Phonepayplus do"regulate" this company. For example, you can see a list of 14 cases where Phonepayplus has "regulated" this company here http://www.the-scream.co.uk/forums/t31008.html? Unfortunately, "regulation" in the world of Premium Rate Services stops a long way short of prosecuting criminal behaviour or allowing the public to protect themselves from criminal behaviour.
You should always report these companies to PhonepayPlus as PP+will sometimes take action - though they typically take several months to do this in my experience and sometime simply refuse outright to take action. It's always best to use the online complaints form as the people on the PP+ phone lines often try to fob you off.
Don't bother trying to ring the 08 "customer service" numbers provided by the premium rate firms themselves (eg Bluestream in this case) - you'll just end up lining their pockets still further and will probably get nowhere.
You need to get on to your network and be really really persistent.Your network will, initially, deny responsibility but if you persist and make it clear you will leave / change your number / speak to someone higher up / do whatever it takes, they will give in and sort the problem out for you and refund any monies stolen by the PRS company.
Vodafone and T-mobile will actually allow you to block all incoming reverse charge spam (though it's always a bugger of a job to actually get them to do this). Most networks will also block outgoing call to short codes and 09 numbers if you ask them - essential if you have kids.
You should also warn your kids never to ring these numbers - even if they are ostensibly being used by a reputable charity or whatever, phoning any PRS number may result in your phone number falling into the hands of unscrupulous firms who can then use that number later to milk your account or sell it on to another crooked firm overseas.
It's also worth registering all your numbers with the telephone preference service "TPS". TPS registration has no effect whatsoever on marketing calls because no action is ever taken against firms that ignore TPS, but many of the crooked PRS firms "clean" their lists of phone numbers against the TPS list before sending out their reverse charge spam.
Beyond that, and checking your bill if you are not on PAYG, there's not much more you can do except lobby your MP for adequate protection from the PRS "industry" for phone users. - HAPPYCAN U STOP SENDING TEXT MESSAGE S TO MY PLZ

Bluestream assured me that his phone is now blocked. We'll have to wait and see. However, they didn't want to know when asked about a refund. They said he had subscribed, which of cause is absolute [***].

- NatalieMy husband started gettin these messages, lucky enough he showed me and said don't know what's goin on, never subscribed to anything. Not just that what if it's a kids phone they are sending these too, the language is disgusting and what they are offering.... He has text stop to the number they still keep sending them and even when he deletes them they take all the money!!!! He has now chosen to change networks and number because of this.....

- MattI had the same problem as a few of you on here, got charged £4.50 for next to nothing. Found their customer support number (08448870432) and called it and spoke to this nice guy who sorted it all out for me! :) Still £4.50 down though :(
