I called the number back and found out they were looking for someone else and they said they would stop calling. I asked them why they hang up instead of talking to me and he would not answer that question. I asked them if they are a telemarketer and he said no. I asked them why they are calling this person and they said it was a personal matter. I hope they don't call me again because I will blow a whistle into the phone if they dol

Called tonight well after the time collectors can legally call - didn't answer and they of course didn't leave a vm

Like amny already listed, I receive these calls daily on my business line.  When I answer, they hang up.  I'd recommend folks file an FCC complaint against them:
