Said I was in trouble for IRS and Social Security Fraud and claimed there is an active arrest warrant and to surrender to Local, State & Federal Authorities who are on their way to apprehend me.

 I have blocked all spam  calls-but this appeared on my phone to call this came on my phone as
a message to call this number-have them stop bothering me

This might come as a huge, huge shock to you, but nowhere on this site does it say that this website or anyone on it can make anyone stop bothering you.

This number just shows updating I have a voicemail and it's about a car warranty but when I call it back to tell them to quit calling...it goes to my voicemail!!!

I keep getting phone calls from this number 805-637-7243, I mean they even call me on sunday, and when I call back its disconnected

On the voicemail, a woman tried talking to my recorded greeting. I never called back, but this is the second time she called me.

It's not silly if it's happening to you and going straight to voice mail through your cell carrier. That's called hacking and it's a cell provider problem that they need to fix now, don't you think. That's not silly!  How do hang up a cell phone incorrectly and get an entirely unrelated weird text message. The text message is not being left by a number it's being left by the voice mail access number, that is a problem. I have T Mobile, is this a T Mobile problem or a general problem?  Whatever it is it is a violation.

If you are receiving messages directly to your voicemail without your phone ringing it is not "hacking" which is a very overused word becoming a "catch-all phrase" for everything people don't understand.

It is called "ringless voicemail" and there is a lot of information on that subject on the internet and over at 800notes.com (put that term into the search box, it might direct you from here as well but I don't know for certain).

I received this phone number 805-637-7243 today 1st time I did not pick up. So when they called again. I could barely hear the person. He said he was from the government and I owed 70.000 dollars. I said no I don't.
I knew it was a scam. so, I hung up...this is sad for mostly to our elders. and nieve people.
Also, watch out for phone numbers that look like it's in your county. I see a number in my area. did not know who. but I wanted to tell them they have the wrong number. so I called back and got a lady, I did not know what was going on. she called her phone company and found out the scammer was using her phone through her landline.

Probably don't have your phone anymore but incase anyone else runs into this problem. My phone did not ring it lit up. I looked and there was a voice mail symbol notification on the topof my screen but no call notification. I could not clear it. I tried looking up the number everyone says its a scam number so. I went ahead and looked up the voice mail already set in my contacts when I pressed it. This is the number that showed up however it says it is not available in my plan so I went to the metro app that os for voice mail. It was a number i had blocked that used a computer to call my phone. Aftee listening to the sales pitch message I deleted it and the message notification at the toppf my phone disappeared.
