    they have placed a call to me 12 to 23 times a day since Oct 8th, 2009.  First you never give out your SS Number to anyone!  Period!  They will ask for it over and over, JUST SAY NO!  Be nice though.  Real simple to deal with this, just asked what the account is for the balance, and who it is from.  Now get their mailing address and phone number, and your account ID that was assigned to your account if there is one.

    Now, and again be nice when you read the following to them, because the following statement will fell like a weight has been lifted off your chest:

    "In accordance with the Fair Debt Collection Practices Act, 15 USC 1692c, 805(c):
    (c) CEASING COMMUNICATION.  -  If a consumer notifies a debt collector in writing that the consumer refuses to pay a debt or that the consumer wishes the debt collector to cease further communication with the consumer, the debt collector shall not communicate further with the consumer with respect to such debt."

    That's it!  End of the calls and the threats to come lock you up, and all the other B.S. stuff they know they can't say but due.  Also No ONE is recording you, and if they are and it is stated as a fact, your answer is that you REFUSE to be recored on the call, and you should repeat this with each thing you say to them too.  Now the next step is to lodge a complaint with the FTC - Federal Trade Commission at https://www.ftccomplaintassistant.gov/FTC_Wizard.aspx?Lang=en#last  and supply the repeat collection caller with the ID that is supplied to you when they call back over and over.

    Now let the Electronic Age assist you in fighting back.  I went and did 2 things in my case when I realized that my health was failing, and money problems would become an issue in a short time.  I changed all my home phone Numbers to an Internet Calling number with Skype as it would only cost me $60 a year to maintain a real local number in my area, and gave me better control over who can call me, and when.  If you don't have a computer, and just don't want to switch to a new number then i suggest buying a "Advanced Caller ID with Ring Controller" from JF Tech Developing Co., in Norwich, CT..  Web site is   www.JFTeck.com   This nifty device is a Caller ID box as you would expect to find for around 60 to 70 dollars, and is worth every single penny!  What it does is takes the caller ID that comes in and compares it to a list you enter of calls to block.  Yes it really works! and all that happens is the caller only hears on their end of the call is a ringing forever up to 20 rings and then the phone company cuts you off anyway.  What you hear on your end is NOTHING!!!  Just Bliss!!!  It shows who called, but never rings through to you.  Now if the Collection Agency catches on to this they will starting calling from other exchanges like ex. 717-232-0001, 717-232-0002, 717-232-0003, 717-232-0004, and so on.  The device has that covered too, and lets you Block as a WILD CARD, which means you can list all number to be blocked from the following number ex. 717-232-XXXX where the "X" mean any number from the exchange, or you can just goto the extreme, and Block as ex. 717-XXX-XXX then no more call from the area code of 717.

    One very important item you must do is follow through on mailing the letter and require a signature to be delivered, and a P.O. Box will get signed for too.  In most cases their mailing address is the same without the PO BOX Line in the address.  Also mail a normal letter also with the same in it as follows, and I GUARANTY they will stop calling you for collections.  Here's a copy of my letter I send out to the few I had to deal with, just plug in your own words, and mail it off.

    NCI is an aggressive collections agency who does not adhere to the laws and regs that govern them. They will harass everyone who knows you including your deceased relatives and their kin...your employer and so on. Record their calls if you are going to talk to them. If you owe money you are advised to deal in writing with the person/business you owe the money to. If they want to send you to the collection agency, then they are required to provide you with a US address in order to deal via certified mail....don't give out any information about yourself over the phone ever......particulary to folks who are not in this country....these "calling centers" are NOT in the US

    Bottom Feeders they dont know the State laws on dept for sure. I live in SC when its over 3 years on unsecured they can not collect. Never admit you owe any money to anyone on a phone if they call you. I never signed a contract with NCI or any other dept collector so I dont have to do business with them... If the CC company wants one legally they should be the only that can call you.

    So I just have fun with them now.. I lie to them I ask them personal information I try to have small talk so they have stopped calling me... .But never admit you owe money that restarts the clock..

    Do not let debt collectors harass you.  You have rights.  We sue abusive debt collectors who violate the Fair Debt Collection Practices Act and make them pay you money. We handle the cases on a contingency basis.  

    Record all telephone conversations that you have with debt collectors.  Take detail notes of any telephone conversations that you have with debt collectors.  Save all voice mails that you receive from debt collectors.  Save all letters that you receive from debt collectors.

    Americans don't talk or write like this.  This sounds more like the opening paragraph of one of those phishing emails where "Mrs. so and so" is recently widowed and diagnosed with 40 different kinds of cancer herself.

    If you're going to pass yourself off as Americans in debt who had to work with NCI, at least read other forum posts from Americans and copy and paste their phrases so it halfway sounds American.

    All the people "helped"?...Clearly they are shills, and likely employees of the collections firm. The won't fix squat! Read their messages carefully, they even write in broken English.  What a crock. They want money and won't leave you alone until they get it. Lately I have saved to pay a full or negotiated reduced balance in one lump sum, but I mail it to the original credit card company, not to the collection agencies. When I tell the people that call on the phone I've done this they go ape-sh#*t, then I take the liberty of hanging up on THEM.

    The credit card companies cash my checks, and I never hear another word. Oh, if you are paying off a debt, and the money is going to a place that is established and IN the U.S., add a weird amount like $3.64 or $2.58 above what's due to the check or money order. The company has to go to the time and expense of issuing a refund check. In the meantime, call the creditor non-stop to inquire about their debt and ask when you may expect payment. Be sure to impose interest and penalty on the unpaid amount. Threaten legal action or use whatever tactics their collection agency used. Foreign accent optional.....but FUN!!!!

    This company has driven me nuts for close to a year now. Some douche-nozzle deadbeat scumbag gave them my business number and no amount a explanation has gotten them to stop. Blocked many of their numbers, but they keep using new ones. Usually after I give details about myself they realize they have the wrong person and this slows the frequency of the calls to once every couple days....and then a few weeks later they start calling multiple times a day again. Finally filed a complaint with my state AG and our state consumer protection agency so hopefully that gets me somewhere.

    Don't listen to Andy Walker, they are not cooperative, and it's only one (I recognize the voice and name) barely understandable person that calls constantly. What I'd give for 5 minutes alone with the scum that used my number or habib on the phone.
