Getting lots of calls from spoofed numbers despite checking block all unknown numbers in my preferences.  Sent a quick reply to leave a voicemail and got the text to voice message.  Hope I am not billed for international text.  I added the international number manually to my blocked number list but don't know if it worked.

I don't doubt that if you call or text an international number that is not in your calling plan then you will certainly be billed for it.

Received another spoofed number call so manual block did not work.  Will be contacting provider.

Turney - I looked it up. Getting calls like this daily and text back do not call me again. Obvious a scam targeting older adults. Hung up on me you text but costs .25 . I am not answer any c calls even though they appear legitimate and am on do not call list even blocking does not help. They need to be shut down

Sue who exactly? In what jurisdiction? Might be easier to block the number. Worth a try.
