This number appears as "Lower Interest" on my caller ID.  Thanks to this website I knew it was the "Rachel call" and I did not answer.  No message left, since it is a robo dialer.

In the end, this caller and the other numbers associated with it, prove that our National "do not call" system is a gun without bullets and a waste of tax payer money.  Another Federal system that costs us money and doesn't do anything worthwhile.

calls daily for lower interest rates keep saying it's the last chance...message gives option 3 to be removed from calling list, but the person you end up getting hangs up on you.  i reported them to the oregon attorney general, here's the link to do so, it's a quick few questions and will get the ball rolling: http://www.doj.state.or.us/finfraud/engexplanation.shtml  good luck!

    Sorry Fed Up
That may help some, but my sis worked at Experian and put me in the permanent opt out list. I still get these idiot calls. I just got one from this 971 217-9515 number, of course I didn't answer and they left no message.

The opt out may help on honest people, and if you still get calls you know they are dishonest people that you don't want to deal with anyway.
Or, if you are feeling mischievous, you can put a shortcut on your desktop to http://www.fakenamegenerator.com/gen-male-us-us.php - which generates fake credit card info, and feed them a bunch of bull!

They are scam artist that are pishing for information.  They called me twice today with a robo call that this is my last chance to lower my rates on my credit cards.  I pressed #3 that to remove me and got a man that began telling me that I was a F*got and a M---thr F#*(er.

I am on the no call list and I verified that my phone has been listed since 2009, I reregistered again today.  I also reported them for a violation of the no call list as well as the robo calls.  I suggest that everyone file a complaint everytime they call.  Though they are calling from a foreign country, they need to be put out of business here.

    Totally Discouraged Artsie
I come to this site often, because it seems I get ALL these strange and unwanted calls, including from this one just late yesterday, even though I've been on the Do Not Call Registry from its near beginning of existence with a renewal of about a year ago. Some of the numbers I have called back and I was informed that the calls did NOT come from "as it appears on my caller ID". It IS annoying, but what I've been forced to have to deal with now for nearly five years, is even more annoying... a person has been invading my privacy since 2007 (that I am aware of).

It all began on a website I was a member of and dedicated MEGA time to, as well as a considerable amount of money. When I began suspecting "suspicious and very strange activity", I addressed the person "of interest" (the owner/programmer). He in turn, then told others, namely those helping to run the site, that I was paranoid, making it all up, and that I should just be "ignored". I then became the target for extreme bullying or mobbing (bullying by a group of people) and having my name and character totally defamed. Now he is destroying my name and character all over the Internet.

To make a very long story short, the privacy invasion then broadened out outside the site and then my phone and my computer became the tools he used and is still using to invade my privacy. I cannot talk on my phone or do ANYTHING on my computer without him knowing EVERYTHING I do and say. Not only is my privacy being invaded, but also all those I communicate with, their privacy is being invaded right along with mine.

I have collected and documented COUNTLESS data and evidence that points to this person COUNTLESS times, including irrefutable evidence indicative of and pointing directly to him having access to my phone, therefore my computer (have dial-up), but yet, I am still forced to have to live with this invasion of privacy/stalking. It is apparent that he can "spoof" his identity with computers, through the 1000s of Helkern Worm attacks my security program, Kaspersky, catches, but even better, he is able to "use MY phone to call MY phone" and is also able to "use a phone number that is NOT in service" to call my phone as well. He also can place on my voicemail the same recording one would get should they call a non-working number, which is: "The number you have dialed is not in service." and he also can place a "busy signal" on my voicemail.

Here's the best part, because I'm sure folks are wondering why don't "I" complain about this. ..And I do and have MANY times!  The FBI (including the IC3 - Cyber Crime Division of the FBI), The National Center for Crime Prevention, the State Police, the Attorney General (who is now the Governor), just to name a few have been ALL made aware of this problem I'm having, but because he lives in a foreign country, I guess I'm supposed to simply put up or live with this.

I have little money, very little, and so I cannot afford to do anything about this involving money that I do not have. I can't afford to try this and that, only to find my money spent brought me no relief. I'm like most computer users and do not know, therefore able to grasp the "how" all such is done, but having to have to live this nightmare for almost five years now, I certainly KNOW the lengths a person can and will go through and to, to stalk another person! It's a hell I wouldn't wish on my worst enemy.

My greatest wish besides having my reputation restored and getting this stopped, is for there to be available to ALL people using both phones and computers, including landline phones, the SAME knowledge and information on "how" these devices can be compromised, so people can arm themselves with not only the know how, but also then knowing ALL that IS very possible to happen to them, increasing vigilance making themselves less prone to unwanted attacks and surveillance. Otherwise, the average users are just sitting ducks for becoming potential victims.

The playing field between predators and users should be made more level, therefore more fair without the predators having the totally unfair advantage. For starters, EVERY user should be able to shield their identity, because without a bullseye available to aim for, the attackers would then be unable to have a specific target. Attackers know very well "how" to hide their identity. So the average user should be afforded the same opportunity and would be one way to "level the playing field" between predators and potential victims.

But possibly better, make a "one" identity for all, so that ALL attacks would then go to, be sent forward to, just one device, a "central" device, and such a device would be specifically designed/geared/programmed to handle all the attacks. All the technology out there and more being brought forth all the time, but yet, there is little done or made available in comparison for people to be able to protect themselves.

I have received these calls from at least a half dozen numbers and each time I report via the FCC complaint.  You would think that by now "our lame government waste of time do nothing FCC" would have investigated the probably thousands of complaints like ours and put an end to it. Yes I have been on the DO NOT Call list and it does nothing to stop these calls. If you do get a real person they will immediately hang up if you say that you want your number to be removed from their calling list.

    ARE YOU LISTENING FCC?

I used to get these same phone calls until one day I talked to someone and she got snobby with me so I turned around and filed complaints with the FCC (Federal Communications Commission) the FTC (Free Trade Commission) and my state's Attorney General Office. So far I haven't received any further calls from them.

Repeated calls, never leave a message, trying to get credit information to offer lower rate, I finally answered and said I wasn't interested, was called a dumb*ss and they hung up.  I blocked the number in my phone service.

Don't bother with the Caller ID info. Its a bogus/forged/false/fake Caller ID.

Since it is a scam to get your credit card info, they aren't about to disclose real info that could be used to actually idenitify themselves.

What they are doing, stealing credit card info, is already illegal.   Do you really think that the Do Not Call laws are of any concern of theirs?

Gist of call is as follows:

Hello, This is a call from your Credit Card Company.  There are no problems with your account.  This is a call to help you lower your interest rates...  (omitted)   Press 1 to talk to a representative.  Press 2 (or 3) to be removed from our list...
    ------

I can't say how many times I've gotten this on my Do Not Call registered line.  Pressing the list removal option seems to do nothing or at least the next attempt comes from a different incoming number.
