Just received a call on my cell from this number. It was in the other room charging and I didn't get to it in time.
It appears to be from Rogers calling about something.
In my case, when I checked, I did receive a short voice mail message, though it didn't make much sense.
It seemed to be a few seconds of an automated message in I presume French, and then it cut off and I heard someone say "Hello" before the message ended.
When you receive these kind of calls, they are automatically generated by the call center. Presuming their system works as intended, it dials out numbers before agents are available to take the calls, and then if you stay on the line long enough, an outbound agent should come on the line. If they are too busy, you will sit there wondering who called, but most people just hang up. They do it this way to cut down on the time an agent has to spend waiting for the phone to ring and someone to pickup. If no one picks up or it goes to voice mail, then they save money by having the system handle it instead of having an agent sitting there.
