    They are just trying to frighten you into paying.  You would only be visited by bailiffs after the case had gone to court.  If it was going to court you would receive a notification from the court of the date and time the case would be heard.  If you did not respond, the case would be heard in your absence and you would then receive another letter from the court telling you that bailiffs had been instructed.  You will see from the above that this is just a bullying tactics by this dubious company.  I suggest you contact your local Trading Standards, who will probably be well aware of this company.

    They sent me some crap through by email and then said i had to pay, i told them i aint going to pay  so then they threatened me!  I even said to the manager I will pay them half of my rebate which in their sales call said was about three grand, but he's turned his nose at that, why I wonder, because it's a scam.
    I got done with exactly the same scam by yet again another Bolton based company a few yrs ago, why don't these parasites leave me alone!

    Check your invoice - does it have an invoice number? Mine didn't and that goes against HMRC regualtion, I rang them and told them this and they said they had a problem with their 'system' at the time and would send me a proper invoice, I never got one just a letter from a solicitor - if you get one ignore it, the letter from the solicitor costs them a pound to send, if you check out higgins thomas website they give a list of rates they charge for sending requests for money on behalf of other companies. Laughed my head off when the lady at IDC said they would have to pass my file onto their 'legal dept'.
    Don't pay them anything and don't worry about it

    I paid this outfit £420 back in July 2011 a rates appeal was supposed to have been submitted in Jan 2012 and my property managing agent told me the application and been withdrawn by IDC
    I called them and was told that it was a mistake made by an employee who had now left the company on long term sickness. I asked for money back - they said I had to write in and make a request for reimbursement - However they said I had a good case and that thay promised to resubmit the appeal and call me back with details what was happening. That was 7 months ago and every time I call ---- guess what I can never get to speak to anyone dealing with my case
    In short dont EVER give them money or use them ID Consultants take your money but do nothing that they promise to do. This comes at the time when every business is looking to cut costs and save money
    This outfit will do NOTHING TO HELP YOU

It can also investigate companies that are actively trading, or which have ceased trading without entering into insolvency proceedings, using powers of investigation under the Companies Acts.

Companies that are actively trading, or which have ceased trading without going into compulsory insolvency proceedings.

    Investigations are fact finding in nature.  They are not criminal investigations, although they may address conduct which could amount to criminal behaviour.  Our approach is to take a proportionate and realistic view of issues brought to our attention, and to investigate aspects of corporate behaviour which might harm both the business community and the public generally. With this in mind we wish to know about the activities of any company which appears to be causing significant harm to consumers, trade suppliers, service providers, investors etc., who have had dealings with it.  Also where there is any strong indication of serious misconduct in the management or affairs of a company.

    Such activities would include companies that:

    Are set up for an illegal or improper purpose (‘Sham’ companies);

    Engage in, mainly consumer targeted, ‘scams’ where there is little or no intention of supplying or providing the ‘products’ promised;

    Promote, advertise or otherwise participate in bogus investment schemes or other ‘get rich quick’ opportunities;

    Engage in asset stripping operations;

    Target vulnerable groups using high pressure selling techniques;

    Take fees, deposits or other advance payments, in circumstances where there is little or no reasonable prospect of providing the goods or services offered;

    Falsely claim to ‘ring fence’ or otherwise protect customer or client monies/funds in their possession;

    Falsely claim to honour guarantee or warranty obligations;

    Falsely claim official status, approval, authorisation, bonding, licensing etc., from or by a government or other official body;

    Falsely represent, or otherwise abuse charitable, educational or religious status;

    Falsify their accounts, documents of contract or account, or security or references etc. In order to present their affairs more favourably;

    Improperly (and successfully) evade debt and/or transfer assets at under value to the detriment of third parties who have dealt in good faith;

    Are managed or controlled by persons who are prohibited, by law, from participating in the control or management of a company’s affairs;

    Are improperly managed such that reputational damage to the UK corporate regime is likely to result.

I decided to do a bit of background checking before phoning them back as my first thoughts were a bit dubious! Glad I checked and thank you for all your contributions. I will log my complaint with the relevant authorities now.....

    As a small business owner I just can't thank I D C Ltd enough for what they did for me and my business. Not only did they reduce my business rates which jumped up in 2010 which lost me a large percentage of my small business rates relief, I also got refunded everything I had overpaid since they went up and I would have no problem in using them again.

    1. Do you have their VAT number? If so please post here.

    2. No need to pay the invoice, take it to trading standards. A similar rates reduction and revaluation scam firm with the same type of MO is reported below and their small claims action was thrown out by the judge. Trading standards are aware of this national scam which has been around for a good few years now.

    http://www.muswell-hill.com/n10biz/info/news/business-rate-scam.htm

    Trading standards warn of business rate scam
    In the run up to the announcement by the Valuation Office of new business rates set to come into force in April, Haringey Council's Trading Standards have warned local businesses to be careful about companies offering to help them get their rates reduced.

    In the past few years, such companies have had contracts with businesses that asked for payment of a percentage of any reduction in rateable value. However, in many cases, it seems that any savings made by businesses then are swallowed up completely by the company's bill.

    Haringey Trading Standards pointed out that anyone can appeal against their business rate themselves - all you need is a form from the Valuation Office on 020 8276 2700. Businesses should also consider using an established lawyer if they can afford it but if they can't, then they should read through the proposed contract very carefully before signing anything.

    Principal Trading Standards Officer, John Scale, said, "This latest five year reassessment will undoubtedly increase the rateable value for many businesses and they will naturally look for any way of reducing this cost. Our advice to local businesses is to be cautious about any offer by specialist companies to help reduce their business rates. Some of these are genuine but others will trick businesses over the subtleties of rateable value and transitional relief. These conmen are hiding among more legitimate companies and are giving the industry a bad name."

    A local businessman, Pete Powell of Crescent Cars refused to pay one of these companies,  Herber Churchman, and was taken to the Small Claims Court. Mr Powell successfully argued that Herbert Churchman had misrepresented the amount of savings he could make and did not have to pay the company's bill.

    Take the letters, demands and notes of the threats to your local trading standards as nationally advised:

    http://www.merton.gov.uk/business/businessrates/business-rates-scams.htm

    Beware business rates scams

    We are warning residents and local businesses to be on the look out for a tax rebate scam currently being reported in Merton and across the country.

    The warning comes after several calls to the council's business rates team from local organisations who are reporting suspicious phone calls and letters stating they are entitled to a business rate rebate. Similar reports of a scam involving residents being told they are entitled to rebate for a small administration fee have also surfaced recently in other areas around the South East.

    Our trading standards section advises anyone who is contacted or suspects a scam should call Consumer Direct on Tel 08454 040506.

    Trading Standards - business rates reduction scams warning

    Trading Standards in Bristol and South Gloucestershire have warned of  'reduction' firms who are conning local businesses. In exchange for large fees, businesses are led to believe they will get their business rates reduced on appeal.

    Local authorities are required to collect business rates on behalf of central government. Businesses are revalued and new rates are applied every five years.

    Every five years, when the new rates are applied to business premises, we get complaints about rogue firms who deliberately target businesses whose rates have increased. They charge fees of around £500 to make an appeal against the revaluation.

    Our advice to businesses is to say no to firms who cold call offering to do a rating appeal. Their contracts are often carefully worded and don't match up to verbal promises the salesperson makes. Once you've signed and paid you will have no automatic right to cancel.

    Get advice from the local Valuation Office before you agree to anything. Details of the appeals procedure are included in the revaluation notification and in the  notes accompanying the rates bill from the local authority. Details are also found on the valuation office website at www.voa.gov.uk and at www.businesslink.gov.uk. But remember, if you appeal your rates could go up as well as down.

    Our advice is for businesses to be very cautious of claims from companies that say they can secure big reductions in business rates. Ask for written confirmation of such claims and if the company refuses, stay well clear.

    Always be suspicious if asked to pay large sums of money up front, especially for something that you can actually instigate yourself.

    1. I D Consultants Limited is not the registered name of the "company". Ian Davies Consultants Limited is.

    2. Slander is spoken defamation, libel is written defamation. Factual statements of an experience by an individual, company, court or body such as trading standards are neither.

    3. These VOA links do not appear to load but this one does:

    http://www.voa.gov.uk/corporate/CouncilTax/CTScams.html

    Warning Council Tax scams

    The Valuation Office Agency (VOA) would like to warn taxpayers about unscrupulous individuals and companies that may be operating in your area. They may telephone you or appear personally at your door. Here are some examples of the tactics used to try and get you to part with your money.

    Charging an up-front fee and then not challenging your band on your behalf; but blaming the VOA for not taking any action

    Insisting you are definitely in the wrong band, when in fact your band is correct.

    Saying they are from the local council or VOA and asking for your bank details so they can provide a refund. You may then find that money is taken from your account

    Claiming that the VOA charges you to challenge your band, when you can do this for free

    Claiming that you must , by law, be represented by an agent to challenge your band, when in fact anyone can do this.

    Saying that the VOA wont reduce your band, without the help of an agent, because the government is short of money.

    Here are some dos and donts to help you avoid falling victim to these scammers.

    DO
    Remember that you can have your band checked free of charge by contacting your local Valuation Office
    Ring a cold-callers office to confirm that they are who they say they are
    Inform the police if you believe that anyone is impersonating staff from your local council or the VOA
    Dial 999 if a cold caller refuses to leave your home
    Contact your local Trading Standards Service if you feel you have been the victim of a council tax scam

    DONT
    Dont give your bank details to anyone that contacts you by phone or who calls in person.
    Dont let anyone into your home without seeing appropriate identification
    Dont feel under pressure from a cold-caller to pay an immediate up-front fee. Take the time you need to think about it. Whats the rush?
    Dont accept cold callers claims about your band without seeing evidence or proof of what they are claiming. There is nothing wrong with being sceptical.
    Dont speak to anyone that is reluctant to give you their company address or contact details
    If you feel that the band on your home is wrong, then all you have to do is contact your local office and explain why you think it is incorrect. We will also ask you to confirm that the details we hold about your home are correct. We will listen to your views and if we agree that the band is wrong, we will change it. Bands can occasionally go up as well as down.

    I have a solicitors letter from them and I've ignored it but it's  been worrying me, are you sure that it will go away?
    I run a small salon and can't afford to pay them ,when they rang me they promised me that I had nearly 1800 pounds owed to me and they could get it sent to me once I had paid a release fee to them. My fiancé said not to pay as I wouldn't get anything back , I told them to just take their fees out of my rebate but they were just rude to me and said they will see me in court, any advice would help.
