I have missed calls too from this number like 3 times today

I got calls for several times from this number (0280000007) for the past 2 weeks now. I've checked where it come from and that leads me in this page. Was shocked to see that I was not the only one who get calls from the same number. I picked up once but no one speak and just disconnected.
