Yes same experience here -- they ring repeatedly usually around 6.30pm. I never answer.

Is there an official body that can look into and stop this obviously annoying and probable scamming process?

02-8031-1300yeah i got the same number but it says something like someone had called u on behalf of the company's client.... but this happened to me once lets hope it doesn't happen again!

I've been getting the same issues myself lately.
The strange thing about this is that I'm located in Melbourne and this number is from what I understand a Sydney area code (02). If so, that means whoever they may claim to be, they obviously have some finance or a special phone line that they use to actually pull their scams on.
I've actually reported this number to my local police dep and they said they will investigate further on who and what exactly this number is from and so on.
I would suggest ANYONE not to give any of their sensitive info to these people. Especially if it's something they can use against you such as CC, address, contact details, etc... even if it's something simple such as your real name and such. It may be obvious for you but this people are totally clueless believe you me. Plus, if they do represent some sort of organization. Wouldn't you think they would know your basic info at least?
They tend to claim multiple services. My very 1st experience from them, a mid aged man from the sound of his voice... claims he represents a privatized company that handles unpaid fees, fines, etc... but I don't have any unpaid bills so when they asked me for my name, it totally blew his story. I simply asked him "If you don't know who your talking/calling then the company your representing is a joke" and then hanged up on him.
Then a few days later, the same number calls me and this time a young woman claims she's from Australian Red Cross and she wanted to convince me to basically resume my automatic charity VISA CC donations as I've recently canceled cos they stopped corresponding with me via post mail, plus all my attempts on getting in contact with them all failed. I even called Australian Red Cross itself and apparently they couldn't find any reference under my surname (Not Doe ;) ofc) in their systems.
And the 3rd time I just snapped. It was roughly a week or two after my last and this time I got the same so called 'Sam' that claims he was instructed by my Super Annuation company to contact me and clear up some missing details that they said they required to secure my current funds.
I blasted this 'Sam' fellow like a madman and told him "this same number now claims they represent at least x3 different companies!, do you really think that wouldn't raise any suspicions on people? you ought to find a better and more honest means to make a living rather than your sad attempts on this obsurd sly trickery." Then 'Sam' also snapped and from that point I told him I was going to hang up and I told him that I will be blocking this number and will also register it to as many authorities as I know to let them know what they were up to.
Then only this morning, I received a letter from an investigative agency regarding the police report I made in regards to this which basically says that this matter is now being further investigated and if any money, goods, etc... which I have proof on that was handed over these people. That I should contact their office and book an appointment.
I intend to go for a single 15-20mins appointment with them just to prove to them that my VISA has records that shows that from a certain time, there were a number of donations that I made.
I do this simply because I want to do my bit to help prosecute these type of people that obviously have no moral and professional ethics.

I know the area code of 02 is Central East, New South Wales & Australian Capital Territory.
0280311300 is the number that called me.
I have a few missed calls which then auto generated an SMS msg that indicated to me that the origin of this caller is definitely Sydney Australia. I know this because the SMS alert I get had registered +61280311300 so that's +61=country code, the 2 is the area code plus the 8 digit number.
That means whoever made the call(s) had to manually input each one of our mobile numbers and it's not an auto dialer or alike.
But yea, they tend to only victimized mobile numbers only from what I gather from this thread. Landlines are apparently off limits to who ever is responsible for this.

The source is overseas. Country code only pops up if the caller is outside the country.
It looks like the number is being routed from a Sydney number but is actually originating from overseas. Which country, well if I really wanted to know. I'd call my service provider and ask them further details about this. But I'm not actually interested to know what country exactly so yeah.

I just received a 0.5 second voicemail message from this number (ie they hung up as soon as the voicemail answered). Thanks everyone for the heads up. I will NOT be calling back.

I received a call from this number on my landline.

I have been getting calls from this number:02 80311300 for about three weeks now.  When I answer they hang up.  I dialled this number from my land line a couple of times.  Once I've just got a bip and on a couple of occasions I've got a very quick recorded message that says something like: 'calling on behalf of a client.'
I received a call this evening and when I answered they did hang up again.
I am getting worried about these calls.
I went on the net trying to find out area codes, or some info and I found this site.

It's an outsourced call-centre, which yes, does outbound calling (through an automated dialler) on behalf of several organizations including those previously mentioned in this thread.

I can assure you it is all legit.

I have had two hangups from this number today and I am glad I looked it up and found that it might well be a scam, forewarned is forearmed.

I only got on the net after missing a call from this number just before midday today on my landline... I was able to *10# the number because my answering machine has packed it in. It was the 8 in the number that intrigued me as to where it was from. I know 9 would make it a Sydney number...

I was amazed to see so many complaints about this number... so I have just rung Telstra to lodge a complaint about them. If enough people ring them and mention that they Googled the number and got this page then hopefully they can do something about it.
It is much easier to cut them off at the source than try to warn everyone not to give them any details.

Someone must be getting sucked in by them or they would have stopped doing it a long time ago (when they got their first phone bill!)

I keep getting call from this number of my mobile.  Who do I report it to?

I am also getting a number of calls from 0280311300 on my landline phone. So far i have managed to miss them all, nonetheless there seems to have been quite a few of them over the last 2-3 weeks.
From what I've read here it looks like they're up to no good.

Have been getting many calls from this number. idk why Vodafone will not let me block numbers, but that's another issue. Got a call today which I didn't pick up, BUT neither did the person on the other end hang up when voicemail picked up: if this is a foreign call centre, then it's staffed with Australians because the person nattering away at the other end was an Australian bloke.

Yep, had at least one a week for weeks if not months.  

Did get a vmail before the bip when i called back.  It said 'a sydney based call centre has tried to contact you on behalf of their client'.    

Im pretty sure theyve got my number from a wine club when i ordered some vino a little while ago... So being an outsourced call centre makes sense.  

Anyways maybe i better give up the plonk.

i got a call from this number, it is quite weird. How did they know my family name?
