Got a call from 1191? who is it?

I have got a call from 1191...
who is this?

received 2 calls from +119 (strange number I know) within  a minute of each other. Second call they left a message (or so I thought), but all I could here was the sound of the wind blowing!!!!!!!!!!

Haven't a clue. Anyone else get anything similar

I don't think I've ever gotten a call from this number before.

Got a call from this number to day. And the asked to.talk to me when I asked who was calling they said they were united States grant service.

I got that call from 1191. I've never gotten called to my phone from peopl/companies that I don't know, until I signed up to job sites. Did this number call any of you after you've signed up to a job site? Whether it be immediate or after a long time?
