They called me today, asked if i had a small dog and then disconnected.

I got called.  I said I didn't have a small dog.  They hung up.  How do I report this? I have read the comments regarding this caller.  Why can't the government close them down or shut down their phone service?
At any rate, I thought they might be burglars, are they?

Give them bad data when they call.  If they ask some questions, provide answers that are impossible. Say you own 1000 small dogs.   If they let you leave a message say they are good to eat.

this number has been calling me daily recently. no message left ever.

Called late last night (8-26-10) all I heard was "do you own a small dog?" and I asked repeatedly "Who is this?" "Is there anyone there?" "Hello? hello?" but got no response so I hung up.

I suppose the govt could stop this, but how big a piece of Big Brother do we really want?
The real people who can stop this is of course the Phone Companies.  It is possible to fake a caller ID number, but the phone companies have the real records of who makes every call to whom.  They lobby against this for two reasons.  They want as many customers making phone calls as possible, they don't want to limit any phone call activity.  Also, its very expensive to be put in the position of the Phone Police.  You have to hire enforcement people, you have to listen to every complaint, you have to listen to those people who complain about absolutely everything.  Then what would happen? They would have to shut down a paying customer.  They will continue to lobby against anything that cuts down on this activity.

National Do Not Call laws only apply to direct telemarketing sales, they have loopholes, it doesn't apply to anyone calling a business phone, it doesn't restrict charities or political orgs or people taking a poll or survey.  It also allows somebody who can claim they have done business with you in the past 1.5 years to call you again.

So who is doing this?  maybe somebody with inside info from the culprit or a phone guy will blow the whistle.

THAT'S HYSTERICAL!  Best laugh of my day!

This is a scam.  They are trying to record you answering "yes" to the innocent question "do you have a small dog?"  Once they record your "yes" response they will charge you for a product or a serivce that you do not want or didn't authorize.  When you dispute it the charge they will play a recording of someone from their company asking you an entirely different question followed by the recording of your voice saying "yes."  It will take forever to get the charges voided.  Don't fall for this.  Just hang up.

This number belongs to Database Marketing owned by one Mike Chase in Coeur d Alene ID 83816...Telephone 208 667 6887. Give a call and tell them what you think of them...AND make damn sure to file a compliant with the do not call registry

I do not own a small dog or any other kind...so I really do not know what they are after.  I did tell them that I own a T-Rex on the first call and on the second I told them my alligator ate my small dog.  I hope the F.C.C. can put an end to it!!!!!

This number wants you to say "YES" so they can record your voice and start charging you items. When you receive bills and dispute the charges, they play the recording of you saying "YES". It will be difficult to have the charges dismissed.

People have pulled a say yes scam before.  But why ask a question that will only get a yes answer from 25 percent (or whatever) of the people called.  In the past those who have used that scam would ask a series of questions where 95 percent would say yes at one time or another, not ask a lower yielding question and hang up right after your answer.
Its still not clear what this is, could be a marketing survey, this is legal under "do not call"  because its just a survey.  They can target you later by other means with a sales approach.   It could also be a priming survey, they want to know in advance who answers the phone, who always lets the machine get it and who never answers.

I am sympathetic to Mr. Chase.  If you really want to know whose phone number it is, there are many reputable companies who can tell you for a small fee.  As one who has also been annoyed by this caller and has been frustrated with everyone on these blogs spinning their wheels, I went ahead and paid the five bucks to two different companies, Intellius and US Search.  They each gave me the same information:  The subscriber to 208-758-0218 is Melissa McGee, 2017 Alder Avenue, Lewiston, Idaho.  Any free reverse address website will reveal that this address belongs to Melissa and Derek Wilson, home phone (208) 746-5522.  My guess (and this time I am just guessing) is that Melissa Wilson and Melissa McGee are the same person.  So, if you are going to call someone, call this person, and leave Mr. Chase alone.
