IMHO, these calls should fall under the category of harassment in general from HeyCosmo, as well as from the person who entered the command for the call.  Even worse is that evidently HeyCosmo.com is fully aware that their site is being used to harass people.  They even address the harassment issue on their FAQ page, which I've posted below.

Not only does the definition of harassment apply to many calls from one person, but it should also apply to a company who sends out repeated annoyance calls to many different phone numbers.    

I'm investigating how to report the call, as well as the website company, HeyCosmo.com, who allows their software to be used by the public make these prank/harassment calls.  

In the mean time, here's some information for anyone who wants it...

"How do I get the name or phone number of someone who called me?We do not give the names or phone numbers of our users. But it really irritates me that apparently the only way to protect my privacy is to enter my number into their system.

Got a call from this # this morning  (Dec 15  2008)  Did not pick up... they did not leave voicemessage

Receied a recorded message saying I got a cosmo blast from Lisa, press 1 to listen...

I hung up.

Just received a call from this number and couldn't pick it up before voicemail answered.  There was nothing but static on the voicemail message.

Hey, Cosmo:  Your service can F Off.

Got same call. Some robot voice asked me if his house will look better in green. 1 yes . 2 no. I hung up. I have a verizon phone.

Got this call on my cell on the 7th of december. My phone, I'm 99% positive is on the DNC list.
My phone was off, but there was a long silence left on my voicemail.

Same...didn't pick up.

Recieved a call from this number. I let vioce mail answer. It was a recording that said it was sponcered by McDonalds and then some man's vioce saying he hasn'y brought his mom anything for Christmas.Press 1 for a vase or press 2 for a sweater! Something should be done about this crap! Thanx.

Just got a call from this # now, searched on google and found this thread. I missed the call but the voice mail was just 2 seconds of static.

Holy cow. 46 pages of people getting called from this same number. I didn't have the phone with me when it got called, but still it's annoying. Oh, and it's a T-Mobile prepaid phone too.

Wikipedia says the number is from Delaware, in case anyone else didn't bother reading through all the pages to see if it was mentioned.

Just got the call.  Called them back and was able to "black your friends from further contacting you through Hey Cosmo".  It was odd because 302 is a Delaware exchange and I'm IN DE visiting family.

i found this thread when i googled the number that just called me (302-336-7401).  it called about 10 minutes ago, with a robotic male voice that asked me what color he should paint his house.  it was kinda creepy-- it started out "you've seen my house.  i was thinking i should give it a fresh coat of paint"  after that, there was an ad for something i didn't really listen to.  has anyone been able to block these calls?  i have verizon.

I was called yesterday on my cell by a robotic voice asking me whether someone should celebrate their son's birthday by taking them to the amusement park (press 1) or the movies (press 2).

Just got this call on my verizon cell.  As I picked up it was in the middle of a sentence getting to the "press one" bit.  Just hung up.  First time in finding such a HUGE list of phone spam reports... these [***] must be very busy...

Possible that these guys are spoofing the caller id number?

They tried to sell me ring-tones... then after that they wanted to know where everyone wanted to go for drinks.

I received the call and did not recognize the area code, so I did not answer. I live in southern california and have verizon.  Someone above said they may have spoofed the caller ID.  Is that possible and if so how?  Does the phone companies condone these calls?  What is the reason for the calls? I don't get what they get for making calls.

I e-mailed HeyCosmo (support@heycosmo.com), and filed a complaint with the National Do Not Call Registry.

I've been on the DNC registry since 2007 and it's absolutely ridiculous that I even received this obnoxious and harassing call.

Please e-mail this company, Arsenal Interactive, Inc., and let them know that if they cannot control how their service is used and will not take responsibility for how their service is used, then they should not be in business. Please also file a complaint with the DNC Registry, the link is provided below.
