I called the number back, after reading a few of the responses on this page.
A man answered, and I called several times to show them how annoying it is to pick up and hear the other person breathing but not speak.  When I called back, I spoke to the same man so I don't think it's a large office.  I told him not to call my number ever again.
Wasn't too difficult:
if you don't want them to call you anymore, reach out to them and let them know.

He said newspapers don't need to adhere to the do not call list: they can just go through the phone book and call as many times as they want to if they don't speak to you.  It's why they can keep calling back: cuz they don't talk to a person.
Creepy.

But, easy to take care of the problem: it only takes one phone call.

Ok, it makes no sense to post and complain about NCC inc on this board.

Just call this number 416-630-6658 and tell them that you have been receiving calls from NCC Inc. They agents that pick up are quite nice and doing their job, they will remove your phone number from the list. it's simple.

Who and why would they want to talk to me

I didn't answer the call but called it and the lady answering it said it was a Newspaper Call center offering newspapers for less money.  I asked her to remove my name and she said it would be gone by tonight.  Lets hope this works.  They have been calling me and I say I am not interested but then they call the next day.

Called and asked to be removed from their list two weeks ago....

This is ridiculous   !!

That number hung up as soon as I answered.  It's very irritating.

This #1-416-630-5150 NCC INC has been calling constantly, is there no way they can be stopped? I am quite sure it is a form of telemarketing & am under the impression it is illegal

This NCC Inc. keeps calling.  We were getting alot of calls from them, but then they stopped and have now started up again.

its s news paper group, if you call them back they say your number will be removed from their list by end od day...soooo annoying

I keep getting calls from this number often two or three times a day, mainly in the evening.  You answer and no one is answering on the line.  It is annoying and I want it to stop immediately.

I got a call a couple times from this number. I believe everything is on  the up and up .  My call was in regards to renewing the local newspaper at a reduced rate.  And by the way my paper ran out a couple weeks ago so this is why I believe its all good. They asked for card # but I refused and they said thats fine I will be getting paper delivered soon and invoice to follow and to pay at a local bank or paper office!

Received a call while i was reading a story to my son. Wife took call. She asked politely to not call, as it is 8:50 pm. The person did their newspaper sales pitch. She asked him his name,  "Ted" (if thats his real name) to stop. He advised her to unplug the phone if it bothers her. We are on a DO NOT CALL LIST!
What part of do not call do these people not comprehend. CRTC might get a call on this one.

I have told these people 100 times to stop calling me.  They are working for the Toronto Star and are calling anyone who ever subscribed to renew.  I have told them I am on the DNC list and they still call. I have hung up on them many times after telling them Do Not Call, I Do Not want the paper, yet they continue.  Between these people and the duct cleaners that call every single day, I may be forced to give up my home phone!!~!

This # is a Collection Agency. They want money usually Bell or Koodoo.

Hi, often times they will call you several times per day from a ton of different #s. You cant call this # back it has to be one of their toll free #s which I cant seem to find. Its a collection agency, usually for Bell or Koodoo.

I have been receiving numerous phone calls from this number. Generally have no response when I answer and no message left when I cannot answer. I wish this would stop now!

I called them back and got a machine that said they were "Newspaper Call Center".

They call me once a week.
