When I get these calls, I contact the company and let them handle it - they hired the marketers.
Just let the company know you're mad!!
It worked for 2 so far, a credit union and sirius radio. (I emailed the head office of the credit union)

I just emailed this to the Globe and Mail  

"I am receiving calls from the following number which is identified as the Globe and Mail promotions  1-416-646-8791.I have even received a call in the middle of the night (2am on Nov 10)
I get a couple of calls a day and even if I do answer, no one is there.

It is published on the internet as an annoyance number and the bad publicity is something you should really consider. I am also reporting this as a violation of the Canadian No-call list since  I have never been a customer of your company, and I'm now sure I will not be dealing with you in the future.

My number is 999-999-9999 and I do NOT expect to be hearing from you again.  "

Honestly shut this gov department down. I would assume some one stole the numbers from it and it seems people on the list get called more than anybody.

Anyway blocked this number but it seems they switched numbers and are now attacking me from

Anybody want to become a billionaire? Invent call blocking that doesn't rely on your phone company. They all suck and are colluding with these obsurd tele marketing businesses.

Who buys anything over the phone anymore? I mean seriously give up.

It is the Globe & Mail (they use a company called IVM, not sure what the acronym is for)
I called them back, and had them put my number on the "do not call" list, hope this works...

Whoever this is should be handicapped and have to put up with the nonsense of nobody on the line when you answer.  Difficult enough to get to the phone and answer it but when some fool is playing games several times a week, it's more than just annoying.  Someone should have their telephone disconnected and not permit another line.

For calls like this, someone above mentioned inventing call blocking that does not rely on the phone companies.There is actually free downloadable product called "Phone Tray Free" (google it) that can do so. It works really well but the downside is that you must have your computer connected to the phone line (via a perfectly ordinary phone jack/cable) for it to catch the calls.

Or you could switch to Primus as your phone company as they allow you to enter many numbers that are simply not allowed to ring through to your phone once you add them to your list.

That do nopt call list only applies to Canadian Companies.I heard it was sold to other countries.Change your number!

I kept getting calls and there's no one on the other end so I decided to call back. It's a company selling Globe and Mail subscriptions and they promised the calls would end as soon as I requested to be removed from their list. Very polite csr even after I told I wasn't interested, unlike a lot of telemarketing companies that call me all the time.

this number calls me almost every day for the past few weeks. i finally picked up this morning and there was silence on the other end. my home line is unlisted and on the national do not call list so i'm really annoyed that i'm getting these calls. will try calling them back to be removed from the list. doesn't always work cos the display name is often not the number they are calling from. : (

I just checked the National Do Not Call List site to make sure I was still registered and searched further to find the "exceptions" to it.

"The exemptions include telemarketing calls made by, or on behalf of:

   Canadian registered charities;
   Political parties, riding associations and candidates; and
   Newspapers of general circulation for the purpose of soliciting subscriptions."

When I attempted to call the company back I got three beeps then silence. I will be trying again, and again, and again, and again, and again, just like they have been doing to me!

I called the number and it's a calling company that is calling on behalf of the Globe and Mail.  I asked them to take us off the calling list.  They said they would and gave a confirmation number as well.

Number is listed as part of the MTS Allstream blocks of numbers, as a phone carrier.
The 416 646 8700-block of numbers belongs to MTS Allstream, and is in the TOROONOBDS0 phone switch in Toronto, Ontario.    Call Allstream to complain about this number, and ask them to take action.   Calls from this number daily, despite being on the DNC list.   A complaint will be lodged with the Do Not Call website.
