I live here and I have seen this guy around Bangkok Expat hangouts. He is very easily found. The one good thing in Thailand (in these circumstances) money can influence Police actions one way or the other. I suggest victims contact their respective Embassies in Bangkok. This will often work a treat.

I almost forgot to add Andrew was instrumental in investigating and exposing many Expat fraudsters now residing or doing business in Thailand especially Bangkok. This has included boiler rooms. He also works for a number of British newspapers and TV stations.

No don't, but I like i said he can be without a doubt easily traced especially without too much difficulty as expat circles in Bangkok are incredibly small and from other trails Mr. Fernandez has undoubtedly left. The provision of data protection laws and privacy protection do not apply in Thailand as they do in other more developed countries. I would respectfully suggest that telephone numbers even if found can be routed through any destination or location and would not be a good indicator of his location or residence. It is much better to have intel', hard facts and confirmed sightings so that the appropriate action can be taken against this individual by Thai Government agencies acting at the request of foreign embassies who have national agencies like the FBI, SOCA UK or Aussie Police involved.

The foreign agencies have to be involved and in attendance otherwise strange "errors" might occur or unusual decisions made by local police agencies. There are also a host of other issues that may occur before during or even after the involvement of the Royal Thai Police.

These unexplained and unusual decisions often happen here in Thailand and have in the past especially where financial crimes and large sums of money are involved.

This gentleman's locations is known and he is very easily "Got" but how do you intend to retrieve yours or other peoples money once he is doorstepped/confronted ? that's the big questions here ?

As I explained in another post the law often works in very mysterious ways in Thailand so this route is one I definitely don't recommend.

There are only two viable options, 1 utilize the international Police forces that may have an interest in him and let them run their investigation to whatever end or 2 use illegal means or acts to obtain monies from him which is obviously something that could never be openly recommended.

I have dealt with similar issues in the past and there is no simple or easy answer as the game changes daily and the money is never in one place or the offenders country of residence.

Just got a call from a Mr. Andrew Black from Sovereign Global. When I informed him my boss was out to lunch and would have to call him back, I got hung up on at "He'll have to call you..." I look up rude callers to the business and thankfully I do!
