ive been getting these calls and just keep calling back as of now ive called 15 time they keep putting me hold   and i keep calling back like they do to me ,,   and ask them who they are and they told me NCO AND I CALLED BACK THEN  THEY TELL ME IT BELL . THEN WHEN I TOLD THEM IT NOT BELL THEY GOT MAD

The number they are calling from is 1-866-623-3584

 So this number is NCO Financial.  A two bit, half rate collection agency that is staffed by a bunch of half wit morons who don't know the laws of the business they represent!   They attempt to collect on behalf of PayPal (bad choice for PayPal to chose these guys!).

I've gotten these calls for 3 days in a row.  Same deal, call back no one answers.  My Paypal is linked to my credit card which has a limit far bigger then I ever need.  I dont owe my credit card any $ and I certainly do not owe payapl any money.  The fun part is paypal does not even have my home number they only have my cell phone and the calls are coming into my home number.  I'm pretty sure these people are just using a random dialer program.

they called three times and hung up before I could answer. I called them and was on hold for 20 minutes before someone said "please hold a moment"... seven minutes later someone picked up and hung up without saying anything.  I still don't know why they are calling me.

Got a call from this number today. The call display says "web.com" so I don't know if it's the collection company mentioned above, but I don't owe any money, so my guess is that it's scammers using the collection agency number, probably by accident.

Call me every single day asking for someone else even though I've told them they've got the wrong person. Would change my number, but it's such a hassle right now.

This number has called me every day for months now.  A computer voice leaves a reference number and requests a return call.  I've called back a few times and grew tired of waiting on hold and hung up.  Today they answered more quickly.  They asked which province I was calling from, and I said Texas, which confused the person calling.  I explained that I have a local BC phone number that rings at my house in Texas.  I gave them the BC phone number, and they found it in their database, and they said they were looking for someone that I didn't recognize.  We quickly concluded that it was the person that had my BC phone number before me, and they said they would take my number off the list and I would not receive any more calls.  The person I spoke with had an accent but was easy to understand, and was rather polite and patient (contrary to most posts).  I assume this is a collections call, so if you're not expecting a call from a collections company, they may have the wrong number and they will remove you from their list.  I can imagine that they may be skeptical if you claim you are not the person they are looking for, but in my case, I was calling them from Texas, which convinced them that they had the wrong number.  Good luck, everyone!

this number now says it's from eos NCN.  stating it's not a solicitation number but I need to call back to discus this with an agent, but doesn't give a reference number or reason for calling.  

Why are you calling at all hours of the day. Before 8am after 8 pm.

B!tchy sounding woman left a snotty voice message that started part way into the message - said to call back that number and gave a reference #. I looked on here to see who was calling, then called them back. Told them I had a message and was not able to get the reference #, and said I wanted to know WHO specifically they were trying to reach. The guy was actually well spoken, took my phone number and asked for Janell Powel (sp?) - someone I've never heard of. He apologized for the mistake and "said" he removed the number from their call list, and hung up before I could find out the company name. GRR.
The whole thing sounded fishy.

This number calls every week, doesn't leave a message.

Once or twice a week from October 2013 to now (May 2014) "I am calling about a personal business matter. Please return call ...Reference #..."  I tried to call twice and was on hold for 40 minutes.  Police can do nothing they say.  Telephone company can not block this.   No names are given as to the person is for the "personal" business matter nor as to the "business."  I do want to register a harassment complaint but can't reach anyone to identify the source.

This number is from Anthem's My Health Coach program regarding your health insurance.

Yep, keep calling me about my daughter. Took all the info down, called paypal, and nothing! They are a pain an very rude! Credit problems! She's a minor with no job!

every day we have 2/3 calls from this number, its a recorded msg.

Get this call a couple times a week.  Never leaves a message.  Tried calling back once and went straight to an automated system speaking in a language I don't know.

I can only assume they're calling me regarding a PayPal debt and that's only because of what others have said. I get the tail end of a message that includes my name and to call back - that's it. I call the # that appears on my phone, I get the French then English message asking me to wait. Then is either hangs up immediately or it's answered, I can hear people on the line, and then it's disconnected lol

I can never catch the incoming call because I'm working when they call. I'm actually trying to reach them to pay it off because I owe it. When you don't want to talk to them they're reachable lol
