If you are legitimate, you need to follow the FDCPA.  That includes not calling people and harassing them for bills that are for people they don't know, or for relatives they are not responsible for.  In fact, giving out information to someone other than the patient without the patient's permission is a violation of HIPAA.

1. Why are you replying to a post that was made in 2016? Do you really expect that person to stop back after 4 years to see it?
2.  Since you provided no details of the call I can't comment on your second sentence. You are correct but depending on what the call was actually about you may also be not correct.
3. HIPAA has nothing to do with bill collection even if it is for medical debt.

Called me about a debt I knew nothing about from 3 years ago.  Told them I wanted to see a bill.  Got nasty and essentially hung up on me.  Called my hospital and they said I had no debts or collections on me.  Scamming for financial info in my opinion.

Why would they want "financial info" over money. This is a debt collector. How do you know that it was a hospital bill they were calling about and not some other type of medical debt? How would the hospital know that you had no debts or collections on you if the debt was from somewhere else? Have you checked your credit report?
