It's most likely because they find random phone numbers not knowing who's using the phone. I've had multiple 800 service numbers call me in the past. Just call an operator, give them the number, and put them on the "Do Not Call List".

This is from Capital One/NCO Financial Services. I was a bill collector many years ago.  Here are some of the laws we had to abide by.  I believe they are still enforceable today.  
1. No phone calls before 9:00AM or after 9:00 pm Monday- Saturday.
2.They can call as much as they want, BUT once you answer they CANNOT CALL FOR 7 DAYS.--even   when you hang up on them! Document your calls!!
3. No phone calls on Sunday--this law may have changed.
4. No phone calls on Thanksgiving, Christmas & New Year's.
This is Capitol One; They use multiple numbers in one day.
Was in accident--TRIED EXPLAINING to them, my income almost cut in half & arrange a hardship plan until LITERALLY back on feet. No hardship plan--I have hardship with 2 of my other creditors! Target Visa is the best!  Here are the various phone numbers Capital One/NCO Financial Services use:

Capital One credit   to collect debt

I get calls from this number everyday which includes weekends.  They never leave a message but just call day after day because they have nothing better to do.  If their call is that important then they can leave a message, otherwise please quit calling me.

they call at 8 am and they call at 10 pm   they call every day, no matter the day -  Sunday morning - a holiday - etc.   In the middle of the snowstorm the other day - they're calling.  It's ridiculous and when you pick up there is no one there and you hear a click.

Thank you for that information. I just received a robo call from them and I think that is now illegal. Reporting them.
