I´ve been callen by this number 10 minutes ago. I did n´t phone back but I see that this company makes money by calling people from Europe. Someone or police should take this complain to the court.

Recommendation: DO NOT RETURN CALL!
As of Tuesday I was told by people that they were being called by a phone using number +88213213340. De phone just rings but is disconnected as soon as you pick up, so you only receive a message like "Missed call" in your display. It looks like someone is trying to make some money from other people ... it;s a scam! On tuesday August 12, I decided to investigate the number and I wrote a short article on my blog ('Waarschuwing: "Oproep gemist" van nummer +88213213340'). As the original Dutch article generated a lot of traffic and I noticeed people in other countries were targeted too, I decided to rewrite the article and publish a new version of it in English.
Telephone numbers starting with the digits +882 13 belong to the virtual country EMSAT. EMSAT is a satellite which is used by Eutelsat to offer some services. Eutelsat itself, however, uses only a limted number of phone numbers. The phone number which is used to call in The Netherlands (and elsewhere in Europe and maybe other parts of the world) mobile phones isn't one used by Eutelsat. Eutelsat phone numbers are formatted as follows: 00 88213 xx yyy z
where:
'xx' is one of the following pairs of digits '00', '10', '20 , '30', '41', '46', '58', '60', '85' or '86'
'yyy' can be any number between '000' until (and including) '999'
'z' is a '1', '2' or '3'
The 'xx'- and 'z'-parts from the phone numer concerned differ from the Eutelsatnumber format.

I got that call about 2 weeks ago, i was with my girlfriend chilling and about 11:00pm my phone rang and it was that number, luckily i have a prepaid phone and at that moment i had no credit on it (LOL) so they could not get anything from it.

Call came 9.15 europe time - only one signal. No way I'm calling back to a +88 number!

This is a mass marketed multi-million euro scam being targeted at numerous countries around the world.  

How it works:
The numbers are left as missed calls hoping you will call the number.  The money you are charged for making the call is then shared between the Network Operators, Telespazio and their clients who they have sub allocated the numbers to.  

The International Telecommunication Union (ITU) http://www.itu.int/net/home/index.aspx allocated the “88213” virtual country code numbers to Telespazio http://www.telespazio.it/ in1998.

Telespazio sub allocated them to other operators.

If you want to know who is phoning you in the middle of the night you may wish to contact the good people at Telespazio.  I am sure they would prefer you only contact them during office hours.
