I've got a call this morning, at 4 am.

I called Vodaphone and reported this call. We should all do the same so they can really take it as a problem and deal with it.

I had a missed call from this number las night at 12 P.M...I looked on the internet about this number and i found at that it 's one of those numbers that can make your phone bill very big..!!!Don't call back, just delete it!!!

I just receice a call from this number at 8.00 am in this morning.

Hello! I'm also from Romania, Bucharest. I have received a beep from this number today 20.10.2009 at 08:22 AM. I reported the call to Vodafone.

Seems Romania is under 'attack'...Also received a call from this number: +88213550361. I'm from Bucharest, Vodafone is my operator.

Nu suna inapoi ca te taxeaza mult.Anunta pe cei care au obiceiul sa sune inapoi de la numere necunoscute, in special pe cei mai in varsta.

I also recived a call from this number at 10.40 today (gmt +2)

Si eu am primit un telefon de pe acest numar. Am raspuns, dar nu sun inapoi! I answered to the call, same number!, but they hung up on me, it lasted only 3 seconds. They can't charge me if I don't call, right? :) That is so weird! I'm from Timisoara, Romania.

de unde au astia numerele de tel pe care le suna, se pare ca e un atac informatic inspre romania , beepuri multe, trebuie depistat tipul si pus la zid

e o faza ca saq ne ia banii...9euro....e ceva...si crezi ca e greu sa generezi niste numere si apoi sa le suni? sau mai grav...sa gasesti o baza de date cu nr de tel?

se pare ca numerele care incep cu +88213 apartin unei firme din italia mai exact beepurile pleaca din Emsat satellite network, si asa au castigat sume impresionante de bani fiind numere cu suprataxa (castiga milioane de dolari in felul acesta (dar de ce ataca romania?: probabil sunt si niste romani care iau parte la afacerea asta)
Ei folosesc un sistem automat de dat beepuri.. si cine suna inapoi este "mancat" de bani - singura solutie este sa facem toti RECLAMATIE

Telespazio actually asked and obtained from the Internationl Telecommunication Union (ITU) in 1998 the “88213” virtual country code to serve the European Mobile Satellite network (EMSAT), with professional mobile satellite applications.

The mobile Network Operators (GSMA) and Telespazio and other companies in the value chain all share the revenue generated from this global multimillion dollar missed-call billing fraud. That may explain the apparent lack of action and reluctance in shutting down the fraud.


If you are receiving missed-calls from 88213 or any other International or Premium Rate number there are no shortage of National/International Regulators to complain to. If they claim it is not their responsibility to address the problem then they are lying.
The Regulators have the ability and the legal authority (responsibility) to identify and shut down the companies that misuse networks to cause consumer harm.

Billing via Satellite numbers should be forbidden by law - everywhere

Those companies state that they can let you use 00 88213 numbers because they are “authorized dealers” of Emsat system.  Emsat is a registered trademark of Telespazio S.p.A. of Rome, Italy.  Telespazio actually asked and obtained from the Internationl Telecommunication Union (ITU) in 1998  the “88213” virtual country code to serve the European Mobile Satellite network (EMSAT), with professional mobile satellite applications.  

On the ITU official website, you can look up an interesting document of Telespazio (http://www.itu.int/itudoc/itu-t/number/t/tpz/86918.html) written in December 2004.  Here are a few excerpts:

"Telespazio S.p.A. wishes to inform all concerned parties that numbers under the code +882 13 are to be used only for the identification of Emsat satellite network subscribers belonging to the Emsat System Network, for the provision of satellite communication services. Such numbers are not to be used for any other application differing from the services offered within the Emsat Network utilization. In particular, the use of Emsat numbering for services associated with ‘web diallers’ is not permitted.
