National regulators allocate blocks of numbers to the national networks.  The crooks have chosen a block of Vodafone customer numbers.

The crooks are using Automatic Calling Equipment to call those numbers.  They are leaving these numbers as missed calls.

Quite interesting that moast of the people complaining from Romania are using Vodafone. They probably take there share from that 9E/min.

These are Emsat satellite numbers and are regulated by the
International Telecommunication Union (ITU)
