Same here - got a robo call syaing they were lowering my credit card interest rate - of course the robo caller did not discoles where they were calling from - SCAM ALERT!

Got this call as well. Not sure how my number was released. Definitely a scam!

On 8/15/12 at 8:30am, 8:34am and 8:47am I received calls from 9162199223, only once the call went to my voicemail...no message, could only here back ground noise for a couple of seconds and then they hung up.  My number is registered on the do not call list.

Received call at 8:45 AM ET; did not recognize number 916-219-9223. Did not answer and no message left. Called number back and was auto-prompted "Thank you for calling back; if you are not interested in receiving anymore calls about our special promotions and want to be placed on our do not call list, press 1". I pressed 1 and the message said to allow 72 hours to be removed from call list.

debated on answering, did, and a womans voice spoke. i hung up immediately. added this number to the list of do not answer. will report to : http://www.fcc.gov/complaints/ interesting as my number like most is on the do not call list. This list is pretty much a joke.

you have the opportunity to qualify for 6.99% interest rates

press two to remove from our list
this will be the last time this is offered

I have no credit card accounts
presssed one
they immediatly asked for my social security number
which I refused and asked which company they were with or representing
which they couldn't/wouldn't provide
Obvious scam of some sort - now to make the FTC aware...

Got the exact same call on 08-15-12 at 10:07AM.  No doubt a scam.

At 9:52AM EDT on 08/15/2012, I recieved a credit card solicitation with a promise of lower interest rates via a recorded "press one now" robo-call.  My cell phone caller ID indicated the call came ffrom 916-219-9223.  I would  reported it to the National Do Not Call Registry but is does not stop them from calling my cell nunber. So they are on my reject list.

Call came to cell phone around 12:10pm ET.

I just received a call on my cell which is registered on the Federal "Do not Call" list.  Robo call asked me to press one which I did not.  I disconnected the call.  This company is in violation of a Federal Regulation and should be reported as such.

called my cell on August 14th...left no message.  Looks like they have been busy

I received a call on my cell phone from this number at 10 this morning. I too am on the do not call list. I didn't answer because I didn't know the number.

I received a call to lower my interest rate on my credit card from Account Services.  They stated my opportunity to do so is coming to an end and I could press 1 to speak with a customer service specialist or press 2 to no longer receive solicitations.  I have been registered with the Do Not Call Registry, so this is frustrating to me.

Add another one to this list.  Got a call from 916-219-9223 and I answered it.  It said there was nothing wrong with my credit card account but I had this one opportunity to lower my interest rates.  To speak to someone about this opportunity press 1, to be removed from their calling list press 2.  I pressed 2 and the call automatically hung up on me.

Reverse lookup says it's a number from Sacramento, CA with no additional info.

People should continually file complaints with their Attorney Generals office and also file with:

If enough people keep complaining then maybe something will get done.

The calls are being made from outside the US however most of the call centers (where you actually talk to someone after pressing 1) are in the US and the companies making the money from the scam are owned by people in the US. Asking to be removed from their calling list only verifies that they have a working phone number. They continue to call because it is a criminal operation and these criminals do not care about the law.

Many of these calls are coming from Costa Rica and India and they are using spoofed (false) numbers, which in itself is illegal. They do cold calling for or sell the leads to numerous companies in this country and they know that what they are doing is illegal. Tomorrow this same number may be selling Cruises, Timeshares or Security Systems but if you follow the money it usually ends up in the hands of an American LLC. Keep complaining to the FTC and FCC, and start bugging our politicians to pass laws to make it punishable in criminal court instead of handing out fines that they don't pay. Another course of action is to contact phone companies to find out why they won't block spoofed numbers. With today's technology that should be an easy thing to do, unless they are somehow profiting from the use of their systems.

For anyone thinking of using Special Information Tones (or as they're called in the industry SIT tones) to fake a non working phone number, they won't work. Since around 2001-2002, the costs of "digital" business lines have dropped dramatically, along with Voice over IP (Internet) telephone service. Neither of these use the SIT tones as the call information is carried separate from the audio.
This separate call information tells the calling party digitally if the call was answered, busy, voice mail, forwarded, rejected, etc. This renders SIT tones useless. Also the "TeleZapper" products that used to be on the market used this method as well, and were rendered ineffective for the same reasons.
It is also through this separate call information message that the spoofed caller ID information is transmitted.

Robocalls are illegal unless you have given them prior permission in writing (not worded into some small print contract from a 3rd party) and are absolutely illegal to a cell phone.  The Telephone Consumer Protection Act permits individuals who have received certain unlawful telemarketing, such as junk faxes or telemarketing calls, to sue the violator in state courts where they may be awarded up to $1500 for each violation.

Many of the disposable numbers come from Pacific Telecom Communications Group and they are currently under investigation and in the midst of various lawsuits. (The principles involved have been part of actions by the FCC under other business names).These businesses have ripped people off for millions of dollars, yet have paid only a couple of thousand dollars in fines. The only way to stop them is to throw them in prison for a few years to make this criminal activity less attractive.

The Oregon Public Utilities Commission has revoked Pacific Telecom's certificate to provide telecom services in Oregon.

The Indiana Attorney General’s Office filed lawsuits against:

Write your Congressmen and Senators. We need CRIMINAL penalties against the companies that are profiting from these calls. Follow the money, slap them in prison, no one left to outsource to overseas boiler rooms, problem solved. Since they are operating across borders it should become a federal felony and should be handled by the FBI under the RICO Act.

This is what I do.  I press 1 and act real enthused when they come on the line.  They ask how much I owe and all the same ?'s that is the norm for these scammers.  All info I give is totally fake.  When they finally get to the BIG question, "Now give me your cc# so I can verify your information" or some such nonsense, I tell them I'll have to get it from my wallet and that I'll be right back.  

I put the phone in the bathroom, shut the door and just leave it there for awhile.  I do this every time they call, whether it's on my landline or cell.  Let them waste their time waiting for me to come back with what they think is going to be a big, fat, juicy, credit card number!  LOL

I live in Maine.  Got a call from this number at 9:07am this morning.  I work late and this crap wakes me up.  I didn't answer it because it had all the hallmarks of a junk call.  Sacramento area code 916.  I blocked it permanently.

If your getting a call from this number and are searching for a job I found out a large company online that assists with helping you find work has allowed this company to search applications and are getting your number from this source. Great huh?
