Connected surveyor firms wound up 19 August 2013

Three associated Manchester companies have been wound up in the public interest at the High Court following an investigation by The Insolvency Service.

J&S Surveyors Ltd, David Scott Surveyors Ltd, and C&R Surveyors Ltd were wound up on 6 August, after the three firms wrongly claimed they could help companies reduce their business rates.

The three firms made “unsolicited calls to business operators claiming they could get business rates significantly reduced for a fee, but failed to deliver.”

Scott Crighton, investigation supervisor at The Insolvency Service, said: “Each of these companies misled clients, mostly proprietors of small businesses, into paying money through deception.

“Those in control continued these sales practices from one company to the next with little or no expectation of success and no apparent regard for the interests of those clients, who were systematically abandoned.”

The three firms ran as successor companies, with J&S Surveyors ceasing trading in July 2011 just as David Scott Surveyors began to trade in its stead. David Scott Surveyors was abandoned in October 2011, when C&R Surveyors began to trade.

Each of the three companies was controlled by the same two individuals and continued the same business model as its predecessor company.

The Investigation found that that once a business owner agreed to make an appeal against their business rates, a cancellation fee was payable. However, clients said that the cancellation terms were not explained to them and they encountered difficulties in contacting the companies.

Clients were encouraged to sign a 15-year contract but the contracts were abandoned along with the companies when each ceased to trade, despite clients having paid between £495 and £1,295 for the service.

Anyone with any dealings with William Knight consultants Ltd needs to report them to Action Fraud tel. 03001232040. The director has the same surname as the director of two of the Manchester companies wound up by the high court.
The only way to stop this is to report it!!!

I cannot believe that there is yet another accusation of a fraudulent business rates company operating out of Manchester....who would have thought it? Do you people just lack any imaginiation? Seriously this old business rates scam has been doing the rounds for nigh on 20 years, but for some reason the companies involved operate from in or around Manchester. Why is that Joanne? Is it because it is easier to find crooks that have worked in this industry for you to employ? I guess your company is just a small affair that only wishes you could reach the dizzying heights of fraud committed by Oldfields, Strattons or CVS Surveyors? I'm sorry Joanne, but your going to have to accept that now I have discovered your company here I am going to rip you a new one. Lets take a look at the director of your company.....a Sarah Devent. I have to ask Joanne, could this Sarah be a relative of David De-Vent by any chance, with just a creative twist of removing the hyphen from the surname? David De-Vent was a director in a Manchester based rating surveying company called 'DSS' - which was wound up in the public interest by the High Court. Coincidentally there was another Sarah that was a co-director of this company....a Sarah Chisnall. I do apologise for suggesting your scam operates from Manchester, though these other scam companies were based in Manchester your company details seem to imply you operate out of Liverpool. Not that I trust this information. But according to the records on Companies House your company WAS incorporated in 2016. Three firms that claimed they could help companies reduce their business rates have been wound up.

J&S Surveyors, David Scott Surveyors and C&R Surveyors, all previously based in Manchester city centre, made cold calls to potential clients across the UK.

They offered to submit claims on behalf of businesses to the Valuation Office Agency, in a bid to get their rates lowered.

But customers were asked to pay a fee at the point the VOA acknowledged their claim, regardless of whether it was likely to be successful or not.

Customers claimed the terms and conditions of the payment were not explained to them properly and many complained about struggling to get hold of the claims companies once they had instructed them.

A probe by the Insolvency Service found that clients were given unrealistic estimates of their chances of securing a reduction.

And when each of the claims firms ceased trading, customers' cases were effectively abandoned.

Now, the High Court has wound-up all three companies after a case was brought by Manchester-based Insolvency Service investigators.

Investigation supervisor Scott Crighton said: “Each of these companies misled clients, mostly proprietors of small businesses, into paying money through deception.

“Those in control continued these sales practices from one company to the next with little or no expectation of success and no apparent regard for the interests of those clients, who were systematically abandoned.

“Those tempted to engage in such practices should be aware that the Insolvency Service will take firm and decisive action to protect the public.”

The first firm to start trading was J&S, which started life in November 2010 and had its base on Cariocca Business Park, Sawley Road, Manchester.

It ceased trading in July 2011 at around the same time that DSS started operating. Its trading address was Mount Street, Manchester.

DSS was abandoned around October 2011, when C&R started trading in its place, before it too was later abandoned.

Companies House records list David De-Vent and Scott Boslen as directors of both firms and Sarah Chisnall and Joanne Rabbit as shareholders of both.

The Insolvency Service probe found clients were asked to sign 15-year contracts with the firms and paid fees ranging from £495 to £1,295.

The combined turnover of all three firms was more than £290,000 but the success rate of one of them, C&R, found to be between one and three per cent.

Oh ScamBuster, how lucky people must feel that the likes of yourselves search through internet forums to post articles like yours, it is beyond helpful. I would think that you are an employee of a competitive firm or perhaps a disgruntled ex-employee, as you clearly are not an unhappy client. I have also noticed that you are suggesting a link between this company and 3 others that closed down in a completely different city, some 3 years before William Knight was incorporated. On the basis that the directors have similar names. They MUST be related in that case. Please consider the drivel you post before you post it.

Still you cannot deny that William Knight is not just another shady business rates surveying company designed to scam people by obtaining upfront fees for lodging appeals that have little chance of being won?
