I've been ripped off by Montevino, with their M.O. being to simply not deliver on orders placed. According to Action Fraud (and Kent Police), this isn't actually criminal and is a civil case that should be taken through the courts. However, I suspect this is a waste of time, as Montevino will suddenly up and disappear and I'll be left even more out of pocket, since I'll have to spent a load of cash to take them to court.

Anyone got any ideas or advice on how I can convince Kent Police to treat this as fraud rather than a civil contract dispute?

And any suggestions on how I can help prevent any more people falling for their BS? I can post online, email news papers, and even try Watchdog, but are there any other things I can try? If I can't get my money back, I want to make sure that Montevino doesn't take anyone else's.

Unfortunately Brian your post is not Accurate. All of montevino clients have their own bonds and have taken delivery of their wines. The company have contracts on place with its clients and always ensures delivery if the wines. It then provides an ongoing service to the clients through to exit.
Montevino are more then happy to speak to you regarding your queries and mis guided comments as well as speaking authorities who may have concerns. I would hope Brian that if you are a genuine customer montevino then you can contact the firm who will give you and update on the status and delivery of your wine into bond.
