keep getting calls from number 1036?

i received a call from this number on 09/07/2016, but did not answer it. i am sure that it is a scam artist. i don't know how they get people's phone numbers. i believe technology has something to do with it. i miss the days, when privacy existed.

I got a call from 1036 a guy with a strong accent claiming they were the IRS

Got a call from this guy I could barely understand saying he works for the united States government when I asked him if there was anyone there that spoke better English he told me I was being rude and he couldn't understand me so I said if you are in a u.s government facility give me someone who can and he kept going on how they wanted me to take some survey or something total scam for sure be careful

He told me hes from united states government grant department ...i told him to remove my # from the call list...if they call back ill report it...its a scam....

I've had several calls from this number today.  I have not answered and do plan to.  They are not leaving messages.
