This phone number belongs to Portfolio Recovery Associates.  They are unprofessional debt collectors who break the law.  They play a lot of stupid mind games.  They will even call and ask you to verify your social security number and other personal details.  Like as if I am dumb enough to give that information to a total stranger.  Do not be scammed by these terrible people!

Got call today from man who said he was with Portfolio Recovery Associates. The no. 866-940-7640 showed up on my caller ID.  I was alert to the name of this company because I had also started getting collection mail from them.  When I asked the man to give some details about the debt, he said it was from 1994.  I laughed and said that the debt was not mine, but even if it was, I was sure the statute of limitations had run out.  Hhe said she didn't care how old the debt was, that I still owed the money and that they would continue to call until I paid it.  My bottom line for these bottom feeders is this: If they call me one more time I will take them to court.

Portfolio Recovery Associates at 866-940-7640 are debt collectors. They buy debts and try collect on them. They are not necessarily educated people and will stoop to any level to collect on a debt. They will call any number they can find for the person they are attempting to collect a debt from, including an employer.  They report you and damage your credit score.  They report you to your employer and hope to get you terminated or have your wages garnished. They are never, ever, nice because their main objective is to retrieve as much of the debt from you as they possibly can.  They will attempt to humiliate, belittle and insult you - nothing matters to them but getting the money.

They will call from 7 a.m. until 11 p.m., possibly earlier or later, and including weekends.  They are not solicitors so the Do Not Call Registration does not apply in this case and they are not breaking those particular rules.

They will call your employer and any number they can retrieve regarding you.  If you have just received a new phone number and it is obvious you are getting these calls relating to another person - the prior owner of your new number - you just have to talk to them and tell them, sternly, that you are the new owner of your number and the person they want is not at your number, that you do not know them, never did, and are not affiliated with them...whatever!

If they are calling your cell phone it is because you have supplied the business that you stiffed with your cell number and that business supplies all that info when they initially turn your debt over to a collection agency.

My cell phone only identifies phones numbers that aren't blocked.  If I assign a name to any number, that name will then show along with the number calling me.  The collectors don't necessarily know they are calling a cell phone... If you aren't on a plan and it costs you per call, then answer once and ask it to stop or put the number in your phone list and label it whatever name you feel is fitting so you know never to answer that call(again) when it appears.

Debts are continuously sold and re-sold.  So it the calls stop, they will begin again sometime later.  Problem for you is that if you ever want a loan or have to have a background check, your debts will show and haunt you.  You really should pay something to get them down if for nothing better than to spare yourselves from further financial despair and potential job loss.

But I agree that these collectors are more than than annoying. They are bottom dwellers.  Maybe that's what it takes to do that job, I don't know.  But I would be so offended to talk with any of them that I would hang up th second they began speaking to me in their nasty manner.  Fact is, most people don't plan to "stiff anyone", but the doctors, hospitals, insurance companies, etc., don't give the information up front and people are stunned when they get the bill they never could afford anyway.  And then the doctors and hospitals also try to shame you into paying more than you can afford. It seems to be a vicious circle.

Don't get medical testing done if it isn't life and death but inquire first about the costs, your deductible, what your insurance covers, how it is covered so that you can have some say in your own medical care and not just go in without ever knowing what you will ultimately be required to pay.  You CAN find that out before hand!  Those ultrasounds, MRI's and CAT scans can be expensive.

If your debt is from credit cards, wow... better just cut 'em up and keep one for true emergency than to keep charging things you will never be able to afford to pay for.

Sad times we're in now...and a lot of us have financial difficulty.  The bill collectors have to make a living, too.  Just glad I'm NOT ONE of those bottom dwellers.  I could never do that to people.

The reason no person is there when the call is answered by you is because the calls are coming in from some automated dialer type system that alerts a person on the calling end that someone has actually answered the call from your end.  Next you will hear an automated request to hold on while someone prepares to come on the line, and there is almost always a wait on your behalf.  Typically, the caller never leaves a voice message, which I think is because they wish to speak with you personally knowing that you're not likely to return their call. Eventually you will encounter someone from India and you will be so infuriated from trying to understand them that you will be tempted to cuss them out and hang up on them.  Plus, how insulting and scary is it to be reprimanded by someone from another culture in another country who has all of your personal information at hand?! If not someone from India calling you, then it will be a 20-something year old girl barely wet behind the ears, still living off of mommy and daddy who acts as if you stink and she doesn't and all you can think of is how much you want to terminate her and spare anyone else from potential harassment.  Yeah, call me a no good for nothing dip in your foreign tongue...like that's really gonna make me wanna pay you something.  Please, just sell my debt to someone else and lets see if they can treat me with any more respect and perhaps I will be able to afford to make payments by then.

02/15/09     I received a call asking for my daughter. I said she was not home can I take a message and this boy said it was a business call, so I told him she did not live here (and she has not for 12 years) he got very nasty and said, I had no right to ask to take a message and I said I know what kind of company this is and hung. All the time he was on the  phone, I could hear other people in the back ground doing the same calls.

These people called today and got my wife on the phone.  The woman on the phone said she was "Mrs. Black" and said she was calling me about a private matter.
As luck would have it, I received an email from the CT Attorney General's Office less than an hour later warning ALL CT citizens about a phony collection agency working a "phishing" scam on citizens.
It's name, "Black's Collection Service" from Houston, TX.

This company has been calling me for ages.  I finally got someone on the line (had to wait through about a minute of dead air) and the agent asked for Stephanie, who apparently at some point had my phone number, but no longer does.  I told them that there was no Stephanie at this number and the woman on the line got extremely beligerent with me and kept demanding to know my first and last name and address (as if!).  She hung up on me and still they call.  Is there any way to register a complaint or stop this?  They call routinely around 8 AM and will continue to call back many times in a few minutes -- the calls seem to be clustered in the morning and late evening (after 9 even).  GAAAH!

I keep getting these calls and thanks to you I now know who. They have been calling me constantly for the last several years. I settled a debt with them for a lesser amount. They were getting what we agreed on a monthly basis. Then I happened to look at my credit report and found out they had me listed for the full amount. I called them and asked to speak with the person I was dealing with. I asked him why he did not honor our agreement. I then asked to speak to his manager. He said he was not supposed to do that. I asked for his name...I was talking to the same person! I have found them to be very harrasing and dishonest. This debt is over five years old. I talked to ano person and she said it was new... I think they call this re-aging.

calls and hangs up on home and cell phone.  So I answer and I can't even understand the person on the other end due to their accent, so I tell them to stop calling and whoever they are looking for does not live here.  Lets see if that works...can't really deal with someone you cannot even understand over the phone.

I received a call from this number Tuesday night. I actually didn't take the call; my room mate did. The person identified himself as "Hector" and asked that I call back. I googled the number this a.m. and much to my suprise it was Portfolio Recovery. Strangely enough, I received a call last Thursay evening from a 757 area code; it came up as Portolio Recovery on caller id. I took the call. The gentleman identified himself and stated that he was attempting to collect a debt from 1987!! I was shocked. I asked him who the debtor was and the amount...800.00 something dollars! I was so flabbergasted! I told him that I did not recall the debt and to please not call again. I hung up on him. The next day I ran all my credit reports; all looked good and my FICO scores still in the 700's. I also read up on FDCPA. Well, as mentioned, they called again, so am now going to send a notarized "Cease and Desist" letter.

They called and wanted to collect on a credit card bill from 1998 in my ex-husbands name and mine. This was odd since both my ex and I have either refinanced or bought new homes since that date and nothing has ever shown up on either of our credit statements.

These people call the office at work, and don't say the name of the company but want to be sent to the person's phone, there is no way I am transferring a call to someone's phone without knowing the reason for the call.  So they are SOL with this company.  It should be against the law to call someone's job anyway, and to be harrassed on your job by these idiots.  Go to AIG and all the CEO's and get them to pay everybody debts, they have enough money to pay everybody debts.

multiple calls, no message. I tried to call back and got unable to complete call as dialed recordings. I don't have any oustanding bills/debt, and from what I read in these comments, I don't want to answer thephone to find out why they are calling.
