I think it's an android bug.
I just got two calls from the same guy on two different phones, cause I didn't pick up the first call in time.
The first phone. A Samsung "NOT Smartphone" showed the usual "unknown number". My Nexus showed +8888888888
This would also explain the lot of different stories concerning this number. Apparently it just means: "Unknown number". Of course you should not call back..

They have rang me twice so far today first they hung up when I asked who they was and why they was calling me second time didn't even have chance to answer

The following number called me here in New Hampshire (603)267-4351 but gave the number (888)985-6510 to call back!  They are obviously scammers and had the audacity to call me three times in a 15 minute span!!  I just ignore them and when they call back they change the story.  It has almost become amusing!!  They don't give a name for the company so that should always be your first clue that it's not legitimate.  Just ignore them but keep track of how many times they call in a week's period then report them to your Attorney General's office for follow up and potential prosecution.
