I missed the call and when I looked the number up and read the first few comments I marked the number as spam in my phone.  But when I checked the voicemail it was from my brother who happens to be on vacation in Mexico right now.  So this number is probably part of the exchange between the two countries cell systems which is why legitimate and scam calls will show up under the same number.

The Do Not Call List only applies to calls being made from domestic soil; they have zero jurisdiction on calls coming in from foreign countries.

Just received a call from this exact number at 12:20 on 11/22/15. The caller ID said it was a call from Uzbekistan, which is an actual country North of Afghanistan. There is no way I'm answering a call from a country I wasn't aware of.
