I got a call from the same country code Date: 28th December 2014.
The number is +21691986287 and I could not call back. I am receiving miss calls from this number. I believe this is a scam and I don't understand why this keeps on going and why these people don't get caught.

The reason they can't be caught is that this is a fake number.  No country uses the International Dailling Code 0021.  You are right, it wil be a scam.

my mother from Palestine  received viper  message from this  number telling her she won Mercedes and must call them for details .. she called them and she lost mor than 100 dollars in just few minutes.

I also got SMS from 0021 2692298602 , It is not working...

I'm from amsterdam, I received a phone call at 3:30 in the night, I did not pick up and called back during this next day, I noticed the call was transferred, the line stayed silent.
