    A director of publishing and payroll businesses that failed with combined debts estimated at £557,000 has given an Undertaking not to hold directorships or take any part in company management for four years.

    The Undertaking by Paul Francis Blake, aged 51, of Littleheath Lane, Oxshott, Surrey was given in respect of his conduct as a director of Blake Contract Publishing Limted ('BCP') and Blake Publications Limited ('BPL'), which both carried out business from premises at 12-14 High Road, East Finchley, London N2.

    Acceptance of the Undertaking on 5 October 2004 prevents Mr Blake from being a director of a company or, in any way, whether directly or indirectly, being concerned or taking part in the promotion, formation or management of a company for four years.

    BPL was placed into compulsory liquidation by Order of the Companies Court on 12 June 2002 on the petition of the Inland Revenue for £88,800 aimed in respect of unpaid PAYE/NIC. The company has an estimated total deficiency of £357,369.

    BCP was placed into compulsory liquidation by Order of the Companies Court on 14 August 2002 on the petition of HM Customs & Excise for £208,823 aimed in respect of unpaid VAT. The company has an estimated total deficiency of £200,160.

    The Official Receiver at London had conduct of the investigation and disqualification procedure.

    The Insolvency Service, on behalf of the Secretary of State for Trade & Industry, has responsibility (under Section (6) of the Company Directors Disqualification Act 1986) for the investigation of the conduct of directors of failed companies and for the disqualification of those who are considered unfit to be involved in the management of companies in the future.

    Matters of unfit conduct, not disputed by Mr Blake were that he:

    * caused BCP to fail to account properly for VAT due by BCP to HM Customs & Excise; * caused BPL to trade to the detriment of the Inland Revenue.

    Notes to Editors

    1. Official Receivers deal with the administration and investigation of companies that are put into liquidation by Order of the Court. Official Receivers report on the conduct of the directors of those companies, working to identify behaviour that might make those directors unfit to be involved in company management in the future.

    2. The Insolvency Service considers the Official Receiver's reports and acting on behalf of the Secretary of State directs the Official Receiver to take disqualification action against directors where appropriate.

    3. A court can disqualify directors from directorships and involvement in the management of companies for between two and 15 years for unfit conduct. If a director breaches a Disqualification Order they can be prosecuted and may be punished by a fine, a prison sentence of up to two years, or both, and may be made personally liable for the company debts.

    4. Directors who accept that their conduct is unfit can give an Undertaking to the Secretary of State that they will not become involved as a director or in the management of a limited company for an agreed period of between two and 15 years. This avoids a court process, but the penalties for breach of an undertaking are the same as for breach of a court order.

    5. Companies House maintains a public register of disqualified directors that can be viewed at http://www.companieshouse.gov.uk. Addresses given are these correct at the time of the company failure, but may not now be current.

    6. Members of the public who think that they know of any person who is acting in breach of a Disqualification Order or Undertaking should report that person's details to The Insolvency Service Disqualified Directors Hotline on 0845 601 3546 (24 hour message service).     Mr Richard Lewis from Parliamentary Information Office, called to speak with MD after negotiating his way past switchboard, I got him.  He reporting it was "Good News" (again!) about government initiatives in regeneration projects.  Apparently he couldn't divulge the full nature of his call to me he had to speak to the MD, but he failed to realise that in not divulging the full details of his call to me and explain what exactly he wanted from the MD, then no further progress would be made and therefore this "tracing" for securing a sale was doomed to fail miserably (which is all it is!)  and it did!  The call ended promptly.

    p'd off MD
    Today this company is selling the ruse of 'nomination of excellence within the Urban Regeneration Sector'. And we had been nominated by Government bodies for excellence no less. Yeh Right Ho! Caller alluded to being Richard Lewis, and left his secretary's contact number; dont think i will waste my time and phone bill on that call! I ended the call by asking him if Mr Cameron might consider saving their phone bill and expenditure by closing the service down. He didn't like that very much and hung up.

He had the most bizarre ultra-posh accent (made Price Charles sound like Ray Winston) which made me think he was more than a bit dodgy. Googled the name and number and found this site.     Having worked at this company I would ask reporters not to be too hard on the sales staff as they are paid a pittance and have to work in a terrible environment.

    Blakes Parliamentary Yearbook does exist, politicians do write, however it is an aesthetically ugly book.

    The staff are given ridiculously culled leads, no training in political knowledge and aren't even provided computers. With there being no computer database, companies are invariably plagued with calls.

    Staff are encouraged to use pseudonyms and ridiculous scripts that a three year old could see through (and probably write with much more elan)

    Invoices are ruthlessly chased long before publication. And publication dates are very 'flexible'.

    Low paid staff often have commissions clawed back when there is no early payment from clients. And woe betide staff members who fall sick or need to take compassionate leave. That will be deducted from your salary.

    There are some genuinely good people there but as with many places it is spoiled by a core of rotten apples and a long history of mendacity.

    My PA received a phone call from a David Edward from the Parliamentary Information Office wanting to speak to me regarding a Government initiative on higher education. I called back and was told he had gone home and did I want to leave a message. I said that he could send his enquiry by email but was told that the Office does not do emails. This morning I checked this website and I am glad I did.

    We just had a call from the 'Parliamentary Information Office' asking to speak to the Chief Exec, when I asked what the call was regarding, James Smith (now that's not a made up name is it?!) said "It's good news, your organisation has been identified as one of Excellence" what a load of rubbish, they've called before trying to sell space in a publication! They have nothing to do with the Government so do not waste your time on them!!! When they call again I will be telling them where to go and when they ask why my answer will simply be....Google yourselves!!!!
