This is a partial con. The caller sell a barring system to stop call calling. It is only partially successful and with time it becomes less effective as numbers increase when new numbers come on line. They are playing catch up.
The national system in the UK is rubbish in my opinion and the Telephone Preference Service (TPS) is without any depth and teeth.
Most calls from abroad, falling under the wire because of the European / International Telecommunications Conference Agreement of 1960.
There was an interesting Radio 4 programme about this problem.
Barring can only take place when your telephone line has barring upon it, which costs, you have to pay your phone company. This is the type of system the caller sells.
The general advice from a radio 4 programme is that cold callers are strangers and would you divulge personal information?..... would you pass on your plastic card detail??

A few years ago EIRE solved a problem whereby the country lost €thousands on reply call rates rigged to cost hundreds of € per minute on the reply to the original caller, by simply blocking ALL calls from countries that, refused to do anything about it, except through the EIRE operator.
Perhaps the UK should do this on incoming calls?
Very Costly, but cheaper than a vast loss to the country and caller.

issued with a ccj, i was told originally that i would be paying £3.50 each quarter but the company was taking out £28 so i got the money back from my bank. I never did receive any other correspondence until this morning when this letter

With the track record that this lot have got, it is unlikely they will take you to court as the court would throw them out. Ensure that they cannot take the £29 from your bank.

but sadly you can register a new company for less than 20 pounds. Incidentally ofcom were not aware of

Had a phone in June, husband told gent.we were still getting cold calls and was cancelling.STS tried again to take £28 from bank a/c.in august,again stopped payment. Had phone call from female demanding £29 administration fees. Told her no way. Have written to cancel and gave history of previous cancellation. Have received two letters asking £29 and threatening court proceedings,latest dated 10th Nov.both letters are unsigned. This Lauren Todd appears to be managing director, chairman and treasure all rolled into one. As far as I am concerned this is a scam, will not be paying her admin.fee.

I told her where to go and hung up. Next I know I am getting a letter from them saying I owe them money as I took out a plan and if I don't ring them within 5 days they will get bailiffs out tried ringing them to find out what the hell it was about and got no answer my advice stay away
