    Just had them call me. The "gentleman" I spoke to mentioned he was working for exenergy in Ebbw Vale. I found their website and sent the following email:

    I was not thinking straight when I answered a call this afternoon which I later saw was a CLID number of 091319 (unknown numbers, or partial numbers are never normally answered). The "gentleman" I spoke to called himself Scott but was obviously reading a script and had chosen an Anglicised name to sound more British. While asking me about my property he was continually chewing gum which is not a pleasant sound to hear over the telephone.

    Even after I had (twice) confirmed we had very thick loft insulation under a new floor - both of which had been recently installed - he still told me I would be contacted by a surveyor to arrange an appointment with yourselves to check for government grants to replace our current insulation and he almost implied he was working on behalf of the UK government.

    We are registered with the Telephone Preference Service to stop all sales calls to our telephone number; I must say that any company that used an offshore service to avoid the TPS would be one that would immediately be put on a blacklist and would never be used. Additionally the mere suggestion that this was government sanctioned is not an indicator of a company that performs a 'best business practise'.

    I would ask that you remove our telephone number (nnnnn nnnnnn) from any lists you currently use and flag it to be removed from any you may purchase in the future.

    I have just spoken with a representative of Exenergy who, aside from apologising many times, has initiated a removal of my number from the call lists, advised that she was concerned that a TPS member was on their lists to start with and has started an investigation to locate the "gum-chewing gentleman" (although what will happen to him is unknown!).

    I was very impressed with the speed of response, contrition and remedies mentioned in our call and I do not hold Exenergy responsible; suffice to say that if I need insulation in the future, they are a company I shall contact.

    I received a call from this number today. I have a "TrueCall" device which intercepts unwanted calls so they didn't get through to me.
    I am registered with TPS, so have reported the call to them.

    dodgy back street companies using foreign companies to avoid the TPS set up do not care about complaints, so i doubt if anybody who is sound of mind would use these dodgy companies.

    they know that the indian subcontinent phone pests will take the flak and just ring and ring at all hours .

    just had these 2 numbers ring me within 5 minutes of each other.

    what reputable company would use overseas people to bypass TPS?
    And only scamsters woudl try to make out they are making sure people have got the "government grants" they are entitled to when very few peopel qualified for it when there was any money left!!!!

    Had a call from 091319 on 9th June 2011 from an Indian sounding woman who wanted to talk about government grants for insulation. I asked a few times, if she was from the government & she said yes each time. I also asked if it was a sales call as I was on the TPS and she said no, it was a survey. I did the survey & she said someone would come to see me. She wouldn't tell me who but eventually put me through to a verifier (Mark was the name he gave and he didn't appear to have a foreign accent). He said his company was called something like EGCL based in London (yeah I believe that!). He said an information company would come to see me for a survey and they were called Tameside. I asked who would do the work after the information company came & they said it would be Tameside. I asked his company address and he wouldn't give it. I asked several times and he still wouldn't give it. I explained that he SHOULD give it & that it was a legal requirement ( I think it is but am not sure). He then started asking if I was on TPS & if it was ok to continue the call. Whaaaat!...all of a sudden he's getting responsible? That didn't last for long though...he found being responsible too difficult and he hung up.
