They say that they are from "Debt Relief Bureau" so that you can't complain to FSA, Trading Standards, TPS, etc.  I played along and got to speak to the UK which is when they finally told me who they really were.  Play along say you owe, lets say £10,000 and monthly payments are about £600 and you have no extra cash at the end of the month.

I have compalined to every Government body, including BBC Watchdog, but they are still allowed to continue the illegal and fraudulent sales pitch.
