    I see that everyone says that the call is from Chase bank, but my voicemail app listed the caller as “All Points Network ATMs” which is a company that provides banks/customers no charge ATM use...

    I had a missed call from 800-935-9935 so I looked up the number and saw it was Chase, I have a credit card with them so I called back. I was told by a CSR that this is their number but it isn't an outbound phone number and is a fraudulent call by a scammer using their number. DO NOT give out any information to a caller from this number! When in doubt it is better for you to call your bank or credit card company so that you know who you are talking to.

    Bravo Dawn. Solid on all points. Also everyone should know that caller ID phone numbers can be spoofed(replaced with a number other than the real caller). Unfortunately, spoofing technology has become so available , the number on your caller ID is no longer secure. For details, Google Caller ID Spoofing. Both the FTC and Tripwire have good(although somewhat technical) write-ups.

    I contacted Chase on Twitter - they said 800-935-9935 is a legit number for Chase. However.... exact quote from Chase: "There have been a number of phishing attempts where third-parties have spoofed our numbers. We recommend hanging up and calling the number on the back of your card regarding any concerns. Keep in mind, we'll never call and ask you for personal information."

    (follow-up comment to Chase's response on Twitter) Quote from Chase: "It will be safe to say" that if a call "from Chase" is in Chinese, then it is a phishing spoof.

    I got a call from this number (and a text from a different one); the man said he was from Chase and there had been seemingly fraudulent activity on my debit card.  He gave me the last 4 of my card.  He asked if I had been out of town recently and I said I had; he told me of two transactions and I confirmed that they were not mine.  He said he was sending a text to my phone and asked me to read the code back to him.  He then asked for my pin, as that had been used in the transactions.  I declined, as this was very suspicious and I told him that I had never been asked for that in cases of suspected fraud.  He told me a new card would be sent to me.  I then contacted Chase's fraud department myself, and they confirmed my suspicion - they would never ask for my pin.  The guy was right about one thing - a new card is being sent to me!
