Probably not a scam. I think this is how inmate phone calls work if they have no money in a call fund.

I got a call on my cell from this number. Trying to figure out who is trying to call me?

I knew it was a bogus call because it was an 866 number so I didn't give them a chance to leave a message, just clicked Talk/Off and nipped it in the bud.

I have been receiving numerous calls jails in Florida, #866-516-0115 and 561-231-5017; I would like to know who is calling me from this number?

The number 866 516-0115 has called me 4 times in a row this past Saturday at 8pm, leaving 3 messages, then again 8 times in a row this Mon at 10pm, leaving an entire 8 more messages.  Tonight, Tue, they have called me 13 times so far with 13 more messages (in the last 15 min) and the line is still ringing!
The message is always automated and repeats:
"This call is subject to recording and monitoring.  Press 1 to accept this call.  To deny this call press 2. Press 4 for charges remaining to this call."
It never identifies what sort of call I would be "accepting", any purpose of the call, or even who the caller is supposed to be.
Other posts have said that this call is someone calling from jail.  But the call itself never states this, nor does it give any name of the person who is supposedly in jail.  If it were legit, both ought to be stated clearly before asking someone to accept unspecified charges for a call they know nothing about.  What's more, I personally know absolutely no one who would be calling me from jail.  

I just got a call from this number and I do know someone that is in jail.  I called the jail and they will not deliver messages to inmates, which is what I was told.  Well then this call comes in, but my cell is not set up to receive collect calls.  So apparantely they gave the message to the inmate.  Anyways...it left a recorded message.

answer it and there is an option to block calls from that number just pick that option and you will not get anymore calls from that number......it is a prepaid number for inmates to put money on and use.

How do you unblock so an inmate can call

Called twice tonight saying the caller was Brenda and it was from our local county jail. Don't know a Brenda, but if she got herself in jail she will have to get herself out.

Got a call from 8665160115.  I heard a robot woman's voice talking about my debit or credit card. A lot of other people saying that this is for inmates at a jail, but as far as I know, no one I know is even in jail. So, why would someone from a jail be calling my number.

They have called me 10 times within an hour and left messages each time, but the message is a recording stating that they could not accept collect calls.  I've blocked the number, but they keep leaving messages.

I have received two calls today from this number stating that someone is trying to call me by collect call.  To receive this call I must deposit some money using my credit card to allow the person to call. No name was mentioned and I have no knowledge of who it might be trying to call

got 2 calls at 12:38 and 12:40. I declined the call and blocked it. don't know anyone in the slammer and don't want to know anyone in there. watch out for inmate scams.

You don't get just one "courtesy" call as they say in the recorded message if they call your cell phone -- I got 8 in one hour.  It is a company that handles the calls from jails and they are expensive collect calls which the jail gets a cut of to supplement their budget.  In my case I had no idea who the caller was so it was likely a wrong number.  It took a long time to get through their phone tree and finally to a real person to get the number blocked since they don't give you that option in the tree.  They will then try to get personal information from you starting with your name.  They do not need that to block your telephone number.  You may have to insist several times but eventually they get the point.  Blocking ought to be an option in the message when they first call.

I keep getting a call from this number can't up to be Washington inmate but I don't know anyone in there.
