- Undercover Detective| 12 repliesThey claim to be able to fine people for overstaying in a private car park, the fact is that they rely on vunerable people especially older people to crack unter the pressure of receiving thretening letters where the amounts seem to escalate if you don't pay by a certain date.
The best advise is to totaly ignor these letters, you will continue to receive them for several months but because the county courts in the UK have agreed not to enforce these demands, the companies have no way of claiming the charge from you.
This particular company "http://www.ce-service.co.uk/c_service.html" & "01158225020" are a complete scam and have been deliberately targeting the old in the Wigan area and sending out second warning letters without without actually sending a first response and claiming £150.

- upset & annoyed| 3 repliesi have just recieved a parking notice from civil enforcement ltd for parking in a disabled space, at tesco in LEIGH i was only nipping in the store for a couple of things and whilst i do have a disabled badge ,with all the hustle and bustle of the bank holidays did forget to display it, There was no notice on my car when i came out of the store to warn me that i would be getting a fine and i got the notice this morning saying they want £75 now if it is not paid in 14 days it will be £150. has anyone else been done like this and is it legal?

- Martin| 4 repliesHi,I received 1of these notices today 5/10/12 for parking in Bridgnorth in a car park near to the river,yes I should have bought a ticket but I never actually parked the car and went shopping ,I was merely using the car park to meet someone to hand them something they had bought from me but got talking and was there for 26 minutes,however I have paid the fine £35 or it is £70 after 14 days,I can't be bothered to dispute it as I'm sure there is some small print and it could end up costing you more in the long run,as my wife said to me you committed the crime ,so pay the fine,this was after she said ,I told you to buy a ticket and it would have only cost you £1.20.all I can say is pay the fine and try to put it behind you,you won't be taken to court but they will pass it onto a debt collection company who will want some extra cash for collecting it .

- justice replies to Undercover Detective| 1 replyI received same note when we parked in JJB sports in HOVE-when actually i sent with them an appeal letter with the receipts of the items we bought in the store,4 receipts with the actual time we stayed there,i was with my Mom that time where we got 35 assorted items(t shirts,shoes,bags,jackets,etc.)I asked them a consideration for they said we exceeded 18 mins.in parking.The store JJB store is having a closing sale and it was so crowded and the queue was so long and the cashier's machine was having a trouble that we were stucked in the queue.The letter they sent to us after ?2-3 wks.later was such a burden to us where they asked us to pay 150 pounds for the overstaying,75 pounds if I pay it within 2 wks.We bought many items in JJB where it was such a long time to get the censur device in each items of shirts we got.Any advice pls.Thanks a lot.
- matildahi there .I recievd one myself yesterday its says the date of incident ocurredd 19/11/2012.and the pcn sended on 10/12/12 which i wasn't aware off.its private parking .its says is £ 90 but if i pay within 14 days its £ 45 .I don't know what is this never had something like this.i rang the liverpool counsil about and they said they not aware of it and the payment its a bit high .they said to investigate first before you pay.I don't know what to do .Any advice please
- Julie| 1 replyHi,I have also received a parking notice from this company for apparently exceeding the 2hr "free" parking period.I wanted to purchase a ticket but no machine was available.I had gone to Smyths toystore in Bury & spent a lot of money in store.I know I was back to my in time as I with my disabled mother who was also on the same car park & who hasn't received a notice when we left the car park at the same time.I am unsure as to whether to just pay it as I don't want the fine to escalate!If anyone has experience of this company please help!!

I received a ticket requesting payment of £75.00 or £150.00 if not payed within 14 days.
After speaking to Civil Enforcement without any joy i contacted shop where we were obtaining a quote to buy a carpet and they advised me to take ticket to them and they would sort it out.
I have not been to shop as yet due to weather but I expect the fine to be cancelled when we go into to confirm the purchase and the carpet we want.

IE: Contact shop where you were shopping explain to them you were purchasing from them and hopefully they will get it cancelled for you. You may have to go to shop with proof you were shopping.

I looked it up and turned out to pay this I would need to ring 0115 822 5050 or debit card via WWW.ce-service.co.UK then when I read here that its a scam I was shocked but relieved I don't need to pay it thanks for your help.

The Information Commissioner’s Office (ICO) has served a monetary penalty of £90,000 to a company that has blighted the public with thousands of unwanted marketing calls.
DM Design, based in Glasgow, has been the subject of nearly 2,000 complaints to the ICO and the Telephone Preference Service (TPS). The company consistently failed to check whether individuals had opted out of receiving marketing calls – in clear breach of the law - and responded to just a handful of the complaints received.
In one instance an employee refused to remove a complainant’s details from the company’s system and instead threatened to “continue to call at more inconvenient times like Sunday lunchtime”.
The monetary penalty is the first the ICO has issued for a serious breach of the Privacy and Electronic Communications Regulations (PECR) relating to live marketing calls. This latest penalty comes after the joint owners of a company, which was responsible for sending hundreds of thousands of spam texts, received penalties totalling £440,000 in November last year.
The ICO has informed two more companies that it is intending to impose significant penalties over breaches of the law, with a final decision likely in the coming weeks. A further ten companies are subject to ongoing investigation for cold-calling and sending spam text messages.
Information Commissioner, Christopher Graham, said:
“Today’s action sends out a clear message to the marketing industry that this menace will not be tolerated. This company showed a clear disregard for the law and a lamentable attitude toward the people whose day they were disturbing. This is not good enough.
“This fine will not be an isolated penalty. We know other companies are showing a similar disregard for the law and we’ve every intention of taking further enforcement action against companies that continue to bombard people with unlawful marketing texts and calls.
“All of this work has been made possible thanks to the information we are receiving from the public, which has assisted our investigation team in identifying the companies making these calls.”

The ICO and OFCOM, who are responsible for regulating silent calls, work closely together and will be publishing an open letter to the marketing industry reminding companies that they must comply with the legal and regulatory measures in place. Failure to do so will lead to enforcement action, with the ICO able to issue penalties of up to £500,000 for serious breaches of the PECR, and OFCOM having the power to issue penalties of up to £2,000,000 over breaches of rules linked to abandoned and silent calls.
The ICO has setup a online reporting tool which people can use to send us the details of any unwanted marketing texts and calls. View the reporting tool, which has already received nearly 140,000 responses since it was setup in March last year.
