Got a call from 303-280-8689 on a Saturday - 12/5/09.  I'm on a "no-call list".  I still get lots of calls from solicitors and telemarketers.  What's the no-call list all about, anyway?  Who monitors these guys and fines them when they call people on the list?
I also got a call - same date, few minutes earlier, from 757-209-2070.  Didn't answer that one either.
I also get unsolicited faxes for health insurance.  One of the numbers they come in from is 866-800-0916.  I've reported them to the FCC and the FTC - several times.  The faxes still keep coming in.  They're stealing my ink and paper.  I've called the "remove your number" - 877-519-2637 - that doesn't work either.  They also give www.stop-faxes.com as a place to go to get the faxes to stop.  That doesn't work either.  
Got any tips on how to stop these guys?  I'd love to hear something besides, "Turn your fax machine off..."

Weird.  I was at my in-laws and this number called them and then just now, days later and few miles away, I get a call from this number.  This mystery is still not solved?

Some of you people are so f**king stupid. There are pages and pages of comments on here and dozens of people have already told you who the caller is. But you don't read them, and post dumb-a*sed comments like "I didn't answer" or "I'm on the do not call list". If you don't have anything useful to post, why post anything?

I get calls from this number every day. I finally called the number back today-- as everyone has said, it is the Product Development Corporation. The answering machine that picked up said "if you'd like to be removed from this list or would like to leave a message please do so after the tone". i left a message telling them to remove my phone #... i hope it works!

The "Do Not Call List" only applies to Canadian companies.  This area code is from Denver, Colorado.  Anyway, they are fishing for any information they can trick you out of, or the hours of the day that you are home to answer your phone as opposed to an anwering machine, etc.  It's called "phishing", and they may not even be calling you from that particular number, because phishers usually use a bypass program so that the number you see on your call display is not the actual number that they are calling you from.  With something as simple as your name or address, they can gather a lot of information about you from various sources, that can sometimes result in home robberies, etc.  Calling you is just one of the avenues they go through to get your information, and using a bypass could mean that they are living nearby you.  If they are calling you, they already know something about you.  If nobody is on the line when you pick up the telephone, that is harassment.  Hang up you telephone, then lift the receiver again and dial *57.  All that does is activate your automated telephone account to flag that call, so you can do it as often as you like, although you should also keep a written record of the dates and times.  Once you have 3 calls from the same telephone number, you can make a complaint of harrassment with your local police.  If you are being set up by a phisher, this is how they will get caught, even if they are out of country.

I get these calls all the time,from what I understand it is a telemarketing gimmick so they can sell list of when a number is answered and when it isn't. No one says anything because it only wants to know if the phone gets answered. How ever buys from telemarketers are idiots, because of them, like most things in life we have to suffer!

I received a call from 303-280-8689. My caller ID said "Product Development Corporation." I am on the DO NOT CALL list and let it go to my answering machine, however there was no message. Just another annoying company that wants to call and call again until they get a live body or they give up. I hate companies like this with a vengeance.

They call business lines, no-one on the other end ! What a waste of effort and time.

Had about 5 or 6 calls this week from various numbers like this.  Obviously the do not call list isn't working.

Like others I'm registered with National DoNotCall.  Answered the call without response from caller.  Am I right to be suspicious that this is to  check on our availability?

Received a call from this number at 11:40 AM ET March 8, 2010.  No one there when I answered.

at 11:42 AM in Montreal (Québec, Canada) area.. had no time to take the hook off.. must cost them handfull of wasted money :)))

1- you can buy a special switch box that will detect Fax signals and won't let anyting else reach your Fax.
2- you could go over to IP phone, so that you will be able to manage a black list of callers using your computer

called and hung up when answering picked up.  IF this is regarding the trash that was left on my property they are lucky I did not answer.  I do not use a phonebook and have not used one for atleast 10 years yet strangers come to my home and dump trash on my property.  The trash is then carried to my trash can.  There should be a city ordinance that discourages leaving liter on city property.  IF I want a phone book I can call my local phone company and order one.

Who uses a phone book in 2010?  Elderly people are the only ones I can think would still be using a phonebook.
